Full Job Description

You will serve as a Contract Specialist in the Acquisition Division, Acquisition Directorate of NAVAL FACILITIES ENG COMMAND ATLANTIC.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Conducting acquisition planning and contract pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals; 2) Awarding contracts for procurements of extensive construction, architect-engineer services, facility support contracts, etc., supporting Small and Disadvantaged Business Programs whenever possible; 3) Administering contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; and 4) Interpreting and applying relevant laws, regulations, policies, standards, or procedures to specific contracting issues.

  • You will advise technical representatives on anticipated procurement requirements.
  • You will provide assistance to technical specialists of the requesting program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
  • You will analyze the effects of industrial developments, seasonal price trends, and economic factors affecting supply and materials, transportation costs, and availability of storage facilities on agency requirements.
  • You will develop and recommend the most suitable type of contract and incentive structure for use by the contracting officer.
  • You will participate in acquisition planning and track all established milestones to ensure execution timelines are met.
  • You will analyze contractor proposals to determine reasonableness, allowability, and allocability of costs.
  • You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions.
