Summary

This job involves leading a team of contract specialists at a naval shipyard, managing complex contracts for repairing and overhauling Navy ships, and ensuring everything follows federal rules to avoid waste or fraud.

Full Job Description

You will serve as a LEAD CONTRACT SPECIALIST in the STRATEGIC IT SUPPORT BRANCH (Code 410.3), CONTRACTING DIVISION (CODE 410) of PORTSMOUTH NAVAL SHIPYARD.

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience utilizing practical knowledge of the Federal Acquisition Regulation (FAR) and Department of Defense FAR Supplement, department or agency policy and local contract administration, of extensive or unique vessel overhaul/repair work packages and services.

Experience as an expert specialist in several of the contracting specialty areas by furnishing advisory, planning or reviewing services, contractual regulatory issues/concerns, projects or programs involving contracting actions.

Experience providing administrative direction and making assignments in terms of broadly defined programs or functions or long-range acquisition and agency objectives.

Experience per forming duties in procurement, economics, accounting, general business, law, finance and knowledge of general business practices.

Experience negotiating complex business transactions that include detailed cost and price analysis using recognized statistical techniques.

Experience coordinating matters with technical specialists, financial personnel, legal specialist and/or other contract personnel within the Government and in the contractor's organization.

  • You will serve in a lead capacity for contract administration duties to include complex cost-plus-award fee, firm fixed price, delivery quantity, and simplified acquisition contracts for the Navy nuclear and non-nuclear vessels.
  • You will audit contract actions, uncover, and report indicators or contract fraud, waste, and abuse in accordance with Federal Acquisition Regulation, supplements, instructions, and Portsmouth Naval Shipyard policy.
  • You will advise, train, guide and infer to contracting personnel on procurement regulations, policies and procedures, unprecedented matters, and deviations from general policies.
  • You will identify, distribute and balance workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization.
