Applications accepted from: All Persons InterestedThe Contract Administrator partners closely with HPW and City of Houston purchasing teams to develop, manage, and oversee service-related contracts, ensuring compliance with procurement regulations and City standards.
This position also works in coordination with the HPC Finance team to support accurate invoice processing, encumbrance management, and adherence to contract payment terms, while advising managers on the most effective and compliant procurement strategies.
This role requires a proactive, service-oriented professional who can manage multiple contracts and procurement activities simultaneously while maintaining a high standard of integrity, accountability, and collaboration.
Key Responsibilities include:
· Prepare and process purchase requisitions and purchase orders for goods and professional services supporting code enforcement operations.
· Coordinate with HPW and City of Houston purchasing teams to develop, execute, and manage service-related contracts.
· Administer contracts throughout the lifecycle, ensuring compliance with applicable laws, regulations, and City policies.
· Partner with the HPC Finance team to reconcile invoices, support timely payments, and assist with encumbrance management.
· Serve as a primary point of contact for vendors and internal stakeholders on procurement and contract matters.
· Monitor contractor compliance and identify or mitigate procurement and contract-related risks.
· Maintain accurate procurement and contract records to support transparency and audit readiness.
· Advise managers on procurement options, timelines, and best practices to support operational needs.
· Experience administering federal, state, or local government contracts.
· Strong knowledge of public-sector procurement processes, including bid preparation and contract modifications.
· Ability to manage multiple procurement and contract activities simultaneously.
· Excellent written, verbal, and interpersonal communication skills.
· Proficiency in Microsoft Office Suite.
· Familiarity with Oracle and/or SAP financial modules for purchasing.
· Knowledge of cost and price analysis principles.
