Location: Olympia, WA - Full-time/Hybrid/Project-Limited (duty station is Olympia, but can be located anywhere statewide)

Salary: $69,744 - $93,804 Annually

The Opportunity:The incumbent of this position will serve in a project-based position on the licensing Quality Assurance and Continuous Quality Improvement team. This position develops and implements statewide quality assurance projects and advises on the development of improvement plans for the field at the regional level throughout the entire state. They will be responsible for leading the Licensing Division’s preparation, adaptation, and adoption of the new child welfare information system.

This position will collaborate with licensing staff, policy experts, IT teams, CCWIS project team and leadership to ensure system changes meet operational and compliance needs. This position will evaluate the current system, document issues, and translate them into actionable requirements for the new system.
This position will need to work with the Change Management Specialist to develop and implement strategies to support staff through the transition, including training, communication, and feedback loops. Monitor how system changes affect data entry, reporting, and analysis, ensuring accuracy and usability for decision-making. This position will need strong communication skills for coordination to manage timelines, deliverables, and risks, ensuring the Licensing Division is prepared for system rollout and adoption.
Some of what you'll get to do:- Serve as a liaison between licensing staff, leadership and the CCWIS project team.
- Translate business needs into system requirements for IT, CCWIS and vendor teams.
- Maintain clear documentation of system changes, impacts and decisions.
- Gather staff feedback and incorporate it into system adjustments.
- Analyze data impacts of system changes on reporting and compliance.
- Develop strategies to maintain data integrity during and after transition.
- Support QA/CQI teams in monitoring data accuracy and usability.
- Assess current system workflows and document existing processes.
- Identify system issues and inefficiencies impacting licensing operations.
- Ensure system changes reflect licensing policies and child welfare practices.
- Collaborate with policy experts to align system functionality with compliance requirements.
- Evaluate policy impacts of new system features or modifications.
Required Qualifications:- Bachelor's degree in business administration, public administration, law, public health, health administration, or a related field AND four (4) years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.
OR- Eight (8) years of experience in:
- Managing projects and initiatives
- Analyzing policies, laws, rules and regulations
- Analyzing, interpreting, evaluating and organizing data
AND- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Preferred/Desired Qualifications:
- Prior experience speaking before groups; compiling written reports; obtaining the cooperation of other departments and other government agencies Prior experience working effectively and collaboratively with internal and external partners.
- Prior experience understanding and working effectively with diverse populations.
- Prior experience building and maintaining collaborative working relationships with internal and external stakeholders.
- Prior experience evaluating, compiling, and organizing data into reports to inform policy and practice.
- Prior experience assessing and understanding program complexities and developing recommendations for improvement to meet outcome goals.
- Prior experience in the following: leadership skills, public speaking, mediations, negotiations, and planning.
- Prior experience using business applications (Microsoft Office, FamLink, WA COMPASS, WA CAP, etc.) Prior knowledge of state and federal law, agency policies and regulations related to licensing.
- Knowledge of government organization policies, rules, procedures and program needs; federal and local government functions; licensing methods and procedures in licensing, research methods and data collection.
