Full Job Description

The Pennsylvania Liquor Control Board (PLCB) has an exciting opportunity for a LCB Licensing Specialist in the Bureau of Licensing, Licensing Systems and Program Management Division. In this role you will be responsible for performing advanced technical work in the regulatory review of liquor licenses and permit applications. This will support the selective licensing program and develop licensing training for Licensing Bureau employees. Consider joining our dedicated team to provide valuable service to the Commonwealth!

Requirements

As a Licensing Specialist, you will establish items to be covered for the various classification levels in conjunction with the Director's Office and integrate procedure changes into refresher training outlines.

You will also develop and conduct initial licensing program procedural training for clerical, technical and specialist staff, as well as all refresher training for updated or new procedures as directed.

This role will be responsible for examining and reviewing all types of transfer and new applications to determine correct execution, eligibility, and subsequent approval or denial of applications.

Work includes reviewing and determining acceptability of legal documents, such as agreements of sale, partnership agreements, leases, court orders, franchise agreements, IRS seizures, bankruptcy orders, opinions, liens and writs.

You will have the opportunity to examine pertinent files for complaints, convictions, citations, suspension, appeals, hearings, and any other irregularities or pending action which may affect the eligibility of the applicant and/or premises as well as for any other pending applications.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You will have the opportunity to work from home (telework) part-time, up to 4 days a week, with 1 day per week in the Northwest Office Building in Harrisburg.

    This position currently reports to the office on Wednesdays.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of experience as an LCB Licensing Technician 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Five years of clerical, administrative, or para-professional experience supporting a legal, licensing, or other regulatory program requiring the application of statutes, program policies, and industry regulations, and graduation from high school; or
  • An equivalent combination of experience and training.

Other Requirements:

  • You must be able to perform essential job functions.


Legal Requirements:

You must pass a background investigation.

An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.

Other criminal convictions will be reviewed on a case-by-case basis.
