Full Job Description

The Pennsylvania Liquor Control Board (PLCB) is seeking a highly motived and specialized candidate with investigative experience for the Bureau of Licensing, Licensing Investigations Division.

As a LCB Licensing Analyst 1, you have the ability to utilize your analytical skills to conduct regulatory reviews within an assigned geographic area.

This position is tasked with determining applicant compliance with the Liquor Code as well as related laws and regulations when applying for a new license, a license renewal, reconciliation of requested change to licensed status, or transfer of ownership of a licensed establishment.

Requirements

As a LCB Licensing Analyst 1, you will be conducting on-site inspections and preparing detailed reports of licensed and/or proposed premises to be licensed to determine if the structure, seating area, and other factors meet the requirements of the Liquor Code and other applicable regulations.

Travel to attorneys' offices, applicants' premises, licensed establishments, or other locations to interview applicants, corporate officers, or managers is required.

Work involves assisting those making applications to the Board by answering procedural questions and reviewing application and support documents for completeness prior to preparing and transmitting the investigation report to Central Office for evaluation.

Additional responsibilities include:

  • Examining statements of applicant's assets and liabilities
  • Reviewing the sources of funds to determine any possible involvement in illicit activity
  • Fully investigating any adverse pecuniary interest which may affect eligibility for a license
  • Consulting with various governmental agencies to ascertain any local regulatory requirements
  • Researching property deeds to verify ownership of property containing a premises licensed or to be licensed
  • Evaluating lease or sales agreements to ascertain the continuity of property ownership and occupation

Work Schedule and Additional Information:

  • Full-time employment, 40 hours per week
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 30-minute lunch.
  • Home Headquartered: You will be headquartered at your personal home which must be located in one of the following counties within 60 calendar days from the effective date of hire: Delaware or Philadelphia County.

    In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

  • Note: You must be willing to travel. Travel expenses will be paid.

  • Salary: In some cases, the starting salary may be non-negotiable.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Two years of technical inspection experience; or
  • Two years of experience involving the review of financial documents to determine the origin of funds; or
  • An associate's degree
  • Applicants will be considered to have met the educational requirements once they are within three months of graduating with a qualifying degree.

Additional Requirement:
  • Must currently reside in or be willing to relocate to Delaware County or Philadelphia County within 60 calendar days of the start of employment.

Legal Requirements:

You must pass a background investigation.

An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code.

Other criminal convictions will be reviewed on a case-by-case basis.
