Job Description

Summary

This job involves overseeing laundry and linen services contracts for a military base in Texas, ensuring contractors meet quality standards and handling any issues that arise.

You'll act as a go-between for the government and service providers, monitoring performance, managing budgets, and reporting on operations.

It's a good fit for someone with experience in contract management or commercial services who is organized, detail-oriented, and comfortable with basic office software.

The primary purpose of this position is to serve as the Joint Base San Antonio (JBSA) Laundry Services Contract Representative to the Contracting Officer for the joint base laundry contracts, providing technical leadership and surveillance over all appropriated fund contracted laundry and linen exchange services for Joint base San Antonio, TX.

In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems.

Examples of specialized experience includes experience and knowledge of commercial laundry operations including fees and cost involved in providing in providing laundry services.

Skill in developing, analyzing and evaluating facts relative to unsatisfactory conditions or trends and ability to document findings.

Ability to interpret, explain and apply contract requirements and specifications related to problems encountered in inspection, evaluation or monitoring of laundry services.

Knowledge of government contract provisions and stipulations to effectively evaluate a contractor's performance and serve as advisor to superiors on laundry services.

Ability to communicate orally and in writing with superiors and contractor personnel and laundry customers on contract requirements and deficiencies and to prepare correspondence and reports that serve as source documents for contract adjustments.

Knowledge of procedures used to request adjustment in funds for contract payment. Ability to access and manipulate spreadsheet information in order to track and record funds used for laundry service.

Knowledge of procedures for billing customers OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge as a contracting officer's representative/quality assurance evaluator.

Knowledge of moderate budgeting, contracts, performance work statements, statement of works, quality control plans and contract deficiency reports. Skill in oral and written communications.

Ability to develop, organize and meet deadlines. Ability to work with multiple groups and organizations.

Knowledge in the effective management of all fiscal and physical resources of the laundry service operations.

Knowledge in moderate computer skills that includes ability to learn and use Microsoft Office programs Excel, Power Point, Word and Sharepoint.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Manages the Joint Laundry Service Contracts and Base Linen Exchange.

Serves as the technical expert for procurement, preparation, reports and accounting of the Air Force's largest and most complex joint laundry contract.

Serves as the technical representation to the contracting officer for acquisition and administration oftbe Air Force's largest and most complex joint laundry contract. Quality Assurance Evaluator.
