The County of Riverside's TLMA Transportation Department is seeking a Junior Engineer. This role will support the Engineering Field Services unit located in Riverside, CA.

Under close supervision, the Junior Engineer performs the less complex office and field professional engineering work; and performs other related duties as required.

The Junior Engineer is the entry level classification in the professional engineer series and reports to an appropriate supervisory or manager level position. Incumbents receive office and field assignments of a less complex nature on a training basis. Incumbents are expected to develop a variety of engineering skills and abilities and are gradually given more difficult and responsible assignments.

Key Responsibilities
• Perform construction management and inspection of capital improvement and public works projects to ensure compliance with contract requirements.
• Inspect construction activities in the field, including grading, drainage, roadway, utility, and structural improvements, document progress and verify quantities.
• Monitor construction projects for adherence to schedules, budgets, safety requirements, and quality control.
• Review contractor submittals, requests for information (RFIs), shop drawings, and other construction documents, and assist in preparing responses and recommendations.
• Investigate and help resolve field construction issues by coordinating with contractors, project managers, design engineers, survey crews, utilities, and other agencies.
• Coordinate with utility companies, regulatory agencies, and internal departments to facilitate project construction, relocations, and compliance requirements.
• Prepare and maintain a variety of reports and provide project status updates to supervisors and management.
• Assist project development and design staff by conducting field investigations, collecting data, and supporting the preparation of project plans and construction documents.
• Perform other related administrative and office duties in support of construction project oversight.

Ideal Candidate
Competitive candidates will possess:
•A valid certificate as an Engineer-in-Training (EIT) issued by the California State Board of Registration for Professional Engineers
•Hands-on experience through an internship or entry-level assignment performing construction management and inspection activities for capital improvement and/or public works projects.
•Experience assisting with on-site inspections, monitoring construction progress, reviewing work for compliance with plans, specifications, and contract requirements.

The Junior Engineer is a natural progression underfill for the Assistant Engineer. Incumbents are eligible to promote to Assistant Engineer upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

The Transportation Department is responsible for planning, designing, funding, building, operating and maintaining all roads, bridges, and transportation facilities within the unincorporated County territory.


Requirements

• Make quantity estimates; compute earthwork; may participate in inspections during construction to ensure work complies with plans, specifications, and contract requirements.


• May record locations on maps, reduce field notes and sketch proposed layouts for various transportation projects.


• Conduct field investigations as needed.


• Tabulate and summarize statistical data and prepare reports; may apply engineering techniques and practices to air and water pollution control problems.


• Assist in investigating and responding to public inquires and complaints.


• Assist in monitoring permitting documents and project activities to ensure compliance with regulatory agency requirements.

Qualifications

OPTION I
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field or possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers within six (6) months of hire.

Experience: Current employment with Riverside County as an Engineering Student Intern or completion of an engineering internship with Riverside County.

Other Requirements

License: Possession of a valid California Driver's License is required. This position involves travel to various locations throughout the county to conduct site visits.

Physical/Environmental Conditions/Requirements:
The Junior Engineer will:

  • Walk over uneven outdoor terrain and work in a variety of environmental conditions.
  • Be exposed to a variety of weather elements (e.g., high temperatures, rain) and local wildlife while performing field duties.
  • Carry and operate field equipment, such as survey instruments, and transport material samples from job sites to the materials laboratory.
