Full Job Description

This position is assigned to the Non-appropriated Fund (NAF) Information Technology (IT) Branch (N946); Fleet and Family Readiness Support Services (N94); Commander, Navy Installations Command (CNIC); Millington, TN.

Incumbent serves as a Headquarters (HQ) IT Specialist (Systems Analysis) responsible for applying analytical processes to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer programs.

Resumes must include information which demonstrates experience and knowledge, skills, and ability (KSAs) as they relate to this position.

A qualified candidate possesses at least one of the following: A bachelor's degree or higher in one or more of the following fields: computer science, information science, information systems management, information technology, mathematics, statistics, technology management, business analytics, business administration, or engineering A bachelor's degree or higher that includes at least 24 semester hours in one or more of the fields identified above which required the development or adaptation of applicants, systems or networks At least 3 years of general IT related experience and 3 years of specialized experience designing or developing new Point-of-Sale applications to meet customer business requirements.

A qualified candidate also possesses the following: Knowledge of and skill in applying industry-standard and organizationally accepted business and systems analysis principles and methods.

Knowledge of POS system life cycle management concepts and skill in their application to the organization's current and future systems.

Knowledge of cost-benefit analysis methods sufficient to evaluate the feasibility of proposed new systems development projects.

Knowledge of and skill in configuring POS systems to achieve business requirements. Knowledge of and skill in understanding organizational business processes and operations.

Knowledge of and skill in translating functional requirements into complete design specifications to satisfy changes in organizational requirements.

Skill in collaborating with applications developers to isolate and solve design problems encountered during testing and implementation phases.

Ability to make business processes and operations recommendations for improvements. Ability to communicate effectively both orally and in writing. Major Duties:

Duties include but are not limited to: Provides higher level helpdesk support for the Point-of-Sale (POS) business systems.

Cross-training colleagues as required or appropriate Performing needs analyses to define opportunities for new or improved business process solutions.

Analyzes customer/user/process owner change requests and/or makes suitable alternative recommendations to business partners when applicable.

Consults with customers to identify and specify requirements. Conducts as-is/to-be business process workshops, documenting results and creating gap-fit analyses.

Researches best practice POS and business configuration solutions. Translates customer business requirements into configured system prototypes.

Develops overall functional and systems requirements and specifications. Conducts business process reengineering and documenting results. Conducts feasibility studies and trade-off analyses.

Prepares business cases for the application of IT solutions. Defines POS systems scope and objectives. Develops cost estimates for new or modified systems.

Assists with the integration of all systems components, e.g., procedures, databases, policies, software, and hardware. Prepares functional specification for custom application developments.

Plans and manages POS implementations to include the installation of new or modified hardware, operating systems and software applications. Configures POS systems to accomplish business functions.

Creates POS and business system configuration documentation. Plans and manages system testing. Creates testing plans and testing case scenarios. Plans and manages system data conversions.

Performs unit testing, integration testing, and regression testing. Ensures integration between POS and other business systems hardware and software; adheres to best practices.

Plans and manages POS interfaces with other business systems. Plans and manages timekeeping interfaces with other business systems.

Serves as acting Contracting Officer Representative (COR), as required. Provides POS training to super-users, business process owners, end users, and peers.

Manages the performance, capacity, availability, serviceability and recoverability of POS systems and timekeeping systems.

Ensures the rigorous application of information security/ information assurance policies, principles, and practices to the systems analysis process.
