Job Description

Summary

This job involves leading the design, development, and security of a key logistics software system called ELMS for the Defense Logistics Agency, helping teams build and maintain its architecture while ensuring it meets defense standards.

Specialized Experience: Two years of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to the ELMS Application.

To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector.

Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience includes: - Provides technical expertise to information system personnel responsible for system design and to other systems analysts responsible for related portions of the ELMS during development of system architecture, database and software design.

- Assists customers with data mapping to ELMS conversion layouts to achieve the successful implementation of new customers.

- Provides ELMS functional expertise to customers during initial implementation to ensure proper setup of system parameters, user security and training - Provides cyber expertise to administrators responsible for mitigating security vulnerabilities.

- Develops requirements, recommendations, and alternatives for development, procurement and/or adaptation of software based on research, studies, and cost/benefit analysis.

- Creates required ELMS architectural diagrams and data models. - Perform audit corrective actions to close out Notice of Finding and Recommendation (NFR).

- Collects, analyzes, and prepares detailed reporting to be used for managing security and compliance in IT systems/applications.

- Reviews program security policies and procedures ensuring alignment with current organizational policies and procedures.

- Reviews and evaluates IT system design and development documents to ensure system safeguards result in an acceptable level of risk and pass compliance.

  • Serves as technical interface lead specialist for the assigned Enterprise Logistics Management System (ELMS) teams...
  • ...with responsibility for planning, organizing and directing the activities of lower graded computer specialists in the architectural design and/or development of ELMS.
  • Manages the development and enforcement of DoD/DLA standard methods and procedures for the execution of product development functions.
  • Responsible for performance analysis, data modeling, standards enforcement, and programming technical support running in a multiple operating system environment.
  • Serves as expert for ELMS and designs/modifies or participates in design/modification of software applications.
  • Provides cyber expertise and technical direction to team members in preparation to mitigate cyber vulnerabilities.
  • Provides technical expertise and remains informed regarding industry trends and standards impacting the development and maintenance of architectural platform(s) for ELMS.
  • Develops strategic architectural objectives including objectives for system behavior at user sites, software engineering methods, and integration of purchased components with J6 developed components and with the database architecture.
  • Provides expertise and technical direction to lower graded information technology specialists in preparation of system setup, data load, user security and training for deployment of application/modifications to customer site(s).
  • Responsible for the development and maintenance of ELMS architectural diagrams and data models.
  • Responsible for performing corrective actions related to audit findings.
  • Provides advice for all matters related to FISMA controls to help improve performance in terms of operations, management, auditability, structure, and strategy.
