Job Description

Summary

This job involves leading a team in planning and strategizing for communication, IT, and cyber operations within the U.S.

European Command, including developing plans for military campaigns and recommending resources for technology and personnel.

It requires supervising staff and coordinating with various military and government groups to shape policies and address operational needs.

A good fit would be someone with strong leadership experience in military or defense IT planning, especially in cyber and communications, who thrives in high-stakes, strategic environments.

Full Job Description

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the J63 Plans Branch Chief for Headquarters United States European Command (USEUCOM), J6 C4/Cyber Directorate.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

Specialized Experience: 1) direct cyberspace planning and programs; 2) provide guidance on long term strategic plans and objectives in the areas of communications, Information Technology, and cyberspace operations; 3) develop recommendations for plans and strategic documents; AND 4) perform lead and/or supervisory functions, such as developing performance standards, evaluating performance of subordinates, and counseling subordinates on work and administrative matters.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

IT-related experience demonstrating each of the four competencies listed below: (1) Attention to Detail - Lead others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances.

Review and edit work completed by others to ensure that the quality of work meets acceptable work standards.

(2) Customer Service - Use expertise and experience to address complex problems, questions, or complaints.

Anticipate customer needs and modify the team's work activities, processes, and practices to meet these needs.

Collaborate across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Oral Communication - Clearly explain and defend complex ideas, appropriately adapting to each audience's level of knowledge.

Actively listen and clarify points when presenting highly complex and controversial findings.

Use well- constructed, fact- based arguments to persuade stakeholders/officials to take action on suggestions for improvement.

(4) Problem Solving - Provide precedent setting solutions to unique problems not previously encountered.

Help team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals.

Identify the root causes of problems; develop systemic solutions to address them and prevent them from reoccurring. Major Duties:

  • Analyze strategic guidance, operations requirements, standing war plans, commander’s information requirements, priorities, and technology trends within the HQ European Command (USEUCOM) Area of Responsibility (AOR).
  • Develop communications and cyber operations annexes to campaign plans, operational plans, and USEUCOM J63 strategy documents.
  • Develop recommendations for the J6 Director on equipment, systems, force flow, and manning requirements for C5ISR (command, control, communications, computers, cyber, and intelligence, surveillance, and reconnaissance) support.
  • Initiate action and coordination requirements with the Joint Staff, other Combatant Commander staffs (COCOMs), DoD Agencies, Service Components and Subordinate Commands, to develop policy and doctrine, and to obtain plans.
  • Exercises full supervisory responsibility over employees.
  • Drafts and presents overall recommendations for the J6/JCC Director decision and/or implementation of identified deficiencies requiring adjustments to communications and cyberspace policies, programs, projects and studies to improve the operations.
