Job Description

Summary

This job involves leading the development, maintenance, and security of IT systems that support financial management, procurement, and planning at the U.S. Patent and Trademark Office.

Full Job Description

This position is located at the USPTO in the Office of the Chief Financial Officer/ Office of Financial Management Systems providing support in the areas of procurement, corporate planning, and finance.

OCFO supports these areas of financial management by being a value-added partner to our customers and by recommending, implementing, maintaining, and enhancing enabling technologies.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position.

OPM Qualifications Standards are available at Information Technology (IT) Management Series 2210 Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.

Specialized experience for this position includes: 1. Experience leading and supporting the development of new or existing IT systems with experience in Agile software development methodologies. 2.

Experience leading in the operation and maintenance of IT systems including enforcing security policies, principles, and standards. 3.

Experience identifying and documenting solutions to information security problems/issues and recommending changes to prevent recurrences. 4.

Experience building service-oriented web applications and APIs in Agile environments - Angular, Spring Boot; Java, Node.js; REST/SOAP; AWS/PaaS. 5.

Experience in object-oriented development with DBs (DB2, SQL, MongoDB, PostgreSQL) and CI/CD pipelines for modern delivery.

The physical worksite for this position is located in Alexandria, Virginia.

Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person.

Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

The individual selected for this position will...

Evaluate available tools, methodologies, and processes for feasibility in improving the effectiveness and efficiency in meeting the requirements, functions, and services of automated financial and acquisition systems.

Lead development teams on projects related to the design, development, modification, testing, installation, implementation, and support of new and existing automated financial and acquisition systems.

Ensure enforcement of IT security policies, principles, and practices for all production systems; Participates in activities related to the Certification and Accreditation process as well as the Annual Security Assessment.

Define project/task requirements through appropriate planning, implementations, reporting on, and evaluating projects and tasks.
