Summary

Full Job Description

This position is part of the Defense Human Resources Activity. You may qualify at the GS- 15, if you fulfill the following qualifications: A.

One year of specialized experience equivalent to the 14 grade level in the Federal service: Specialized Experience: Ability to oversee government financial data management, IT investments, and lifecycle management Ability to formulate IT acquisition strategies, develop multi-year budget plans, and manage financial processes.

Experience with the Planning, Programming, Budgeting, and Execution cycle to execute programming and budget decisions.

Skill to develop and implement new policies and standards for identification, credentialing, authentication, and authorization, often in areas where no precedents exist.

Strong technical knowledge of the policies and architecture of DoD PKI, Identity Governance and Administration (IGA), identity provider technologies, and other identity-centric applications.

Expert understanding of major DoD ICAM systems and architectures. Thorough knowledge of federal laws, DoD regulations, and management policies related to ICAM, cybersecurity, and information sharing.

Ability to manage a diverse user community, including all military services, combatant commanders, and other federal agencies, and to generate buy-in for program goals.

High-level skill in oral and written communication is required to present sensitive recommendations to senior leadership, represent the DoD in federal forums, and negotiate solutions on controversial IT initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

As a IT PROGRAM MANAGER (INFOSEC/SYSANALYSIS) at the GS-2210-15 some of your typical work assignments may include: Advising senior leadership on the operation and sustainment of assigned programs and services.

Representing the program to secure resources and information.

Acquisition & Financial Management: Formulating acquisition strategies, developing budget plans, and tracking all program costs and agreements.

Stakeholder Management: Preparing and implementing a stakeholder management plan to align with organizational goals.

Risk Management: Developing and sharing best practices for risk management and resolving issues related to ICAM information.

Cost-Benefit Analysis: Evaluating the return on investment for the portfolio and managing the development of business cases.

Representing DMDC at meetings, briefings, and conferences with other federal agencies and the private sector.

Providing technical and administrative supervision to subordinates and overseeing personnel issues.
