The job opportunityThis position plays a critical role in advancing the Office of Financial Management’s (OFM) implementation of One Washington, the statewide Enterprise Resource Planning (ERP) system that modernizes and integrates core enterprise applications used by state agencies, higher education, the Legislature, and the Governor’s Office. As an IT Senior Project Manager, you will lead and coordinate multiple complex projects and sub-projects that support the replacement of legacy systems with One Washington. These projects include system conversions, integrations, reporting enhancements, and application modifications driven by evolving workflows and enterprise requirements. You will manage interconnected impacts across enterprise applications, develop detailed project schedules and work plans, and ensure the successful execution of technology solutions that enable transformed business processes. Success in this role requires skillful stakeholder engagement, negotiation across diverse priorities and resources, and the ability to build strong partnerships while guiding large-scale change that contributes directly to the successful delivery of the state’s new ERP environment.
Requirements
What you’ll work on- Lead, plan, and control multiple projects and sub-projects for the implementation of an Enterprise Resource Planning (ERP) application for OFM.
- Identify and manage impacts to Legacy applications as the ERP is rolled out in phases by creating several subprojects and working with diverse business lines, technologies, and teams.
- Responsible for managing change, risk, and quality management processes throughout the lifecycle of the projects to include identifying and escalating risks to Leadership or the OneWa team when appropriate.
- Provide project management services such as status, leading meetings, driving projects/tasks to completion, and accepting responsibility for the project teams’ performance.
- Provide leadership, consultation, and oversight to the project team members and stakeholders through the duration of the project.
- Develop all the required project documentation, including but not limited to plans to manage the project integration, scope, schedule, cost, quality, resources, communications, risk, procurement, change, and stakeholders.
- Conduct project closeout activities such as lessons learned, post-implementation report, transition plans, documentation clean-up, resource release, etc.
- Responsible for identifying appropriate resources (contractors, staff, and technology) needed and working with resource managers to assemble project teams.
- Assign project team members’ responsibilities and tasks, set project performance expectations, and create accountability within the team to the project and each other.
- Develop properly resourced schedules to ensure timely completion of projects.
- Collaborate with OFM PMO Team to create, review, implement, and update project templates, tools, processes, and standards.
- Provide consultation on best practices and lessons learned to other state agencies.
Qualifications
What we need you to bringRequired Qualifications:Project Management (PMI Standards)- Deep knowledge of PMI frameworks (PMBOK).
- Expertise in managing full project life cycle: initiation, planning, execution, monitoring/controlling, and closeout.
- Ability to develop comprehensive project documentation (scope, schedule, cost, quality, risk, communication, stakeholder management plans, etc.).
- Understanding of contract terms and monitoring compliance throughout the project lifecycle.
Agile Project Management / Agile Coaching- Practical experience in Agile delivery frameworks (Scrum, SAFe, etc.).
- Strong skills in facilitating Agile ceremonies and applying Agile principles to large, complex projects
ERP Implementation & IT Systems Integration Experience- Understanding of business processes impacted by ERP: HR, finance, procurement, etc.
- Familiarity with data conversion, system integration, legacy system decommissioning, and phased rollouts.
- Strong understanding of system interfaces, legacy system analysis, data conversion, middleware, and APIs.
Strategic Thinking and Problem Solving- Ability to manage large-scale, high-impact, multi-agency projects.
- Strong judgment in resolving complex interdependencies and conflicts.
- Data-driven approach to decision-making, risk analysis, and mitigation.
Interpersonal & Leadership Competencies- Excellent relationship-building skills across executives, technical staff, and end users.
- Experience managing stakeholder expectations, developing communications strategies, and providing organizational change support.
- Ability to lead cross-functional, matrixed teams from multiple agencies and divisions.
- Setting expectations, resolving conflicts, assigning tasks, and maintaining accountability.
- Coaching, mentoring, and fostering collaboration among diverse teams.
- Proven communication skills with executives and governance bodies.
- Experience developing and delivering reports, presentations, and briefings to varied audiences.
Governance and Compliance- Understanding of state-level governance structures, approval gates, and compliance reporting.
- Ability to coordinate with oversight bodies like the WaTech.
Desired Qualifications:- Bachelor’s degree in computer science, public administration, business management, project management, or related field or discipline.
- Seven years of experience successfully managing a range of medium-to-large information technology projects with increasing complexity.
- Project Management Professional Certification or formal Project Management education or training.
