Job Description

Summary

This job involves leading IT projects focused on information assurance and cybersecurity services for the US military in Europe, acting as a key liaison between defense agencies and partners to plan, coordinate, and respond to operational needs.

It requires strong leadership to guide teams through dynamic planning and problem-solving in high-stakes environments like exercises and crises.

A good fit would be someone with experience in military or government IT management who excels at communication, adapting to changes, and building relationships across organizations.

Key Requirements

  • At least one year of experience equivalent to GG-12 level in adaptive planning using the Joint Planning Process (JPP) for IT or cyber operations
  • Attention to detail in reviewing IT work or data for accuracy, completeness, and consistency
  • Customer service skills in assessing IT needs and tailoring products/services for military or defense customers
  • Oral communication abilities, including briefing management and non-technical audiences on IT projects and systems
  • Problem-solving expertise in identifying alternatives for complex IT issues using diverse information sources
  • Experience providing leadership and guidance for fielding information assurance (IA) services in a combatant command area of responsibility (AOR)
  • Ability to serve as a liaison in forums involving joint staff, OSD, DISA, USEUCOM, foreign governments, and contractors

Full Job Description

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA -OC/EUROPE.

In order to qualify for this position, you must meet the requirements described below.

Basic Requirements: Attention to Detail- experience reviewing my own information technology-related work or data and have been asked by others to review their work or data to ensure accuracy, completeness, and consistency with standards.

Customer Service - experience maintaining relationships with customers, assessing current information technology needs of customers, and developing or identifying information technology products and services that are tailored to meet customer needs.

Oral Communication -briefing mid-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of technical information to a non-technical audience.

Problem Solving - identifying alternatives to address complex information technology-related issues by gathering and applying information from a variety of sources that provide a number of potential solutions.

AND Qualifying Experience: To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.

Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as: providing adaptive planning by developing the ability to develop options, update, or change a plan rapidly, based on changes in the operational and strategic environment, such as changes in policy guidance or objectives, resources and available forces, threat assessments, and posture utilizing the Joint Planning Process (JPP).

Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume.

All qualifications must be met within 30 days after the closing date of this announcement. Major Duties:

  • Provides dynamic leadership and programmatic guidance for fielding DISA's Information Assurance (IA) services and capabilities within the USEUCOM AOR
  • Serves as liaison between JS, OSD, DISA HQ, and USEUCOM to initiate pilot projects or solve problems.
  • Represents the Commander, DISA Europe at designated forums and various conferences pertaining to the use and performance of the Enterprise Services family of programs, including meetings involving foreign governments and commercial contractors.
  • Promotes coordination between managers of operational systems and DISA global program management offices fostering (IA) initiatives for joint planning, information, in order to achieve economic objectives to support strategic planning.
  • Provides liaison support to USEUCOM and mission partners during exercises, contingencies, and during times of crisis.
