Full Job Description

The Office of Budget and Finance is seeking an IT Project Manager II to serve as the primary point of contact for medium to large PeopleSoft, point of sale, and other specialized countywide IT projects.

This role will work closely with cross-functional teams within the division, the county’s IT department, business partners, senior leaders, and external vendors.

This role will also help strengthen project management best practices and support ongoing process improvement efforts that advance the division’s mission and goals.


Location and hours:This position is hybrid and will be performed both on-site at the 625 Building located at 625 4th Ave South, Minneapolis, MN 55415, and remote as job duties require.

Work hours will be Monday through Friday, 8 a.m. – 4:30 p.m. and occasional after hours may be required during IT rollouts.

While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

This position is a full-time, benefit earning position. You must be a current regular or probationary employee of Hennepin County to apply for this position. Limited duration employees are not eligible.

In this position, you will:
  • Define project scope and objectives; develop and maintain comprehensive project documentation, including the charter, project management plan, status reports, meeting minutes, and communication materials in alignment with department standards.
  • Ensure projects comply with internal and applicable external policies and procedures.
  • Coordinate and guide project teams, providing direction for problem analysis, issue resolution, and decision-making.
  • Oversee the day-to-day operational aspects of assigned projects; monitor progress; prepare and deliver timely status reports; and serve as the primary point of contact for stakeholders.
  • Execute project plans and adjust timelines, resources, and activities as needed in response to approved change requests.
  • Identify, assess, and mitigate risks and issues to ensure projects stay on track and deliver expected results.
  • Monitor vendor performance and deliverables.
  • Contribute to the development and implementation of improved project management processes, guidelines, and performance metrics.
Need to have:
  • One of the following:
    • Bachelor's degree or higher in business administration, management information systems (MIS), or an approved related field and three years or more of experience managing technology projects.
    • Associate degree in one of the fields above or approved certification in an IT program and five years or more of experience managing technology projects.
    • Completion of five college/vocational technology courses and five years or more of IT experience.
    • Approved Hennepin County IT internship and five years or more of IT experience.
    • Project Management Professional (PMP) certification and five years or more of experience managing technology projects.
    • Five years or more of experience managing technology projects.
Nice to have:
  • Experience:
    • Managing all project phases and components including scope, schedule, cost, quality, resources, communications, and risk, as well as an understanding of organizational change management principles.
    • Creating and maintaining project documentation to effectively manage an IT project from initiation through closeout.
    • Managing PeopleSoft or other enterprise system projects.
  • Knowledge of:
    • Application development principles and processes.
    • Infrastructure and platforms.
  • Ability to:
    • Lead technology projects from initiation through closeout while maintaining alignment with organizational priorities.
    • Analyze project needs, anticipate challenges, and develop practical solutions that support successful project outcomes.
    • Communicate clearly and effectively with technical and non-technical audiences, including stakeholders, project teams, and leadership.
    • Build effective working relationships and facilitate collaboration across departments, business partners, and vendor teams.
    • Manage multiple priorities, meet deadlines, and adapt to changing project requirements.
