Key Requirements

  • One year of specialized IT experience equivalent to GS-12, including acquisition planning, procurement for IT systems, and ensuring policy compliance
  • Demonstrated competencies in attention to detail (e.g., cybersecurity compliance), customer service (e.g., interpreting IT security guidelines), oral communication (e.g., explaining policies to stakeholders), and problem solving (e.g., addressing cybersecurity issues)
  • For GS-14 (if applying higher): Experience equivalent to GS-13, such as consulting senior stakeholders on procurement, analyzing risks in cost/schedule/performance, and implementing projects to meet objectives
  • Meet time-in-grade requirements: 52 weeks at the next lower grade (e.g., GS-12 for GS-13) if currently or recently in federal service
  • Provide SF-50 form(s) proving federal status, grade, and time-in-grade eligibility for current/former federal employees
  • Relevant paid or unpaid experience, including volunteer work, that builds IT management skills

Full Job Description

Joining the Secret Service, Office of the Chief Information Officer, Program Management Program will allow you to provide oversight and manage IT programs and projects using standard, consistent and efficient procedures to support the IT Program Management Office.

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

Applicants must demonstrate that they meet the Basic Requirements AND Minimum Qualification requirements as listed below: BASIC REQUIREMENTS: Possess information technology related experience demonstrating each of the four required competencies A.

Attention to Detail: Ensuring IT programs are in compliance with cybersecurity policies and/or standards B. Customer Service: Interpreting IT security guidelines or policies to meet customer needs C.

Oral Communication: Communicating organizational security policies and procedures to stakeholders D. Problem Solving: Providing solutions to cybersecurity issues to meet short and long-term goals.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: GS-13 You qualify for the GS-13 level (starting salary $121,785.00) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: Performing acquisition planning and procurement functions for IT systems to ensure compliance with relevant policies and procedures; Presenting recommendations to advise stakeholders on acquisition and procurement processes; and Monitoring program performance to identify actions to enhance efficiency and effectiveness.

GS-14 You qualify for the GS-14 level (starting salary $143,913.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Consulting senior level stakeholders to influence decision-making for acquisition and procurement program operations; Analyzing acquisition program requirements and policies to develop strategies for mitigating risks related to cost, schedule, and performance; and Implementing acquisition and procurement projects to achieve organizational objectives.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).

Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.

The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.

The qualification requirements listed above must be met by the closing date of this announcement.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

Major Duties:

The selectee will serve as an IT Project Manager in the Program Management Program, Office of the Chief Information Officer.

Typical work assignments include: Managing, directing, overseeing, and implementing acquisition policies and procedures directed by the Department of Homeland Security (DHS) and USSS as they apply to the development, acquisition, and operations of IT programs and projects acquired for the USSS to improve the efficiency and effectiveness of programs.

Overseeing all elements of the CIO acquisition support staff to ensure IT acquisition strategies and plans are managed within the enterprise software tools.

Providing authoritative interpretation, instructions, and guidance in all phases of the acquisition process to OCIO executives, subject matter experts, and management officials.
