The Chief of Staff role supports the Inspector General and Deputy at the Department of Agriculture's Office of the Inspector General by advising on key decisions, managing daily operations, and leading teams in areas like communications and external relations.

Full Job Description

The Chief of Staff serves as the principal advisor and integrator for the Inspector General (IG) and Deputy IG, providing executive leadership and oversight of agency operations.

The Chief of Staff exercises full supervisory authority over staff supporting executive operations, including administrative, analytical, program coordination, strategic communications, media, and congressional affairs (external relations) functions.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in Grade: Current federal employees applying for a promotion opportunity must meet the time in grade requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

To qualify for the GS-15: Applicants must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service or comparable level of experience from outside the Federal service (obtained in either the public or private sectors) performing the following duties: Providing senior advisory support to executive leadership by analyzing policy, communications, and operational issues, and developing strategies to convey complex information to internal and external audiences.

Leading communications efforts for a federal agency, including developing and executing communication plans, managing digital and social media content, and ensuring consistent, accurate messaging across platforms.

Building and maintaining collaborative relationships with federal agencies, congressional offices, state and local governments, and other stakeholders to communicate program priorities, respond to inquiries, and support legislative and oversight engagements.

Analyzing program data, communications metrics, and operational challenges to improve program effectiveness, stakeholder understanding, and mission outcomes.

Overseeing organizational operations to include assigning and reviewing work, monitoring progress toward organizational goals, and recommending process improvements to strengthen communication, coordination, and workflow efficiency.

  • Leads and orchestrates enterprise executive operations including governance forums, decision review boards, senior leadership engagements, external relations, and partnership development.
  • Establishes and enforces executive workflows, issue management processes, and escalation pathways to align Office of Inspector General activities with statutory mission and strategic priorities.
  • Directs complex, agency-level analyses of organizational structure, management systems, and administrative operations to diagnose systemic issues and recommend improvements.
  • Develops authoritative recommendations that inform policy, resource allocation, and organizational design decisions.
  • Exercises supervisory personnel management responsibilities.
  • Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
