Full Job Description

This position is located in the Department of Health and Human Services, Assistant Secretary for Planning and Evaluation, headquartered in Washington, District of Columbia.

WHAT WE ARE LOOKING FOR Basic Qualifications: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position.

To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: · Managing costs and resources for multi-phase information technology projects.

· Evaluating and improving an organization's information technology systems. · Advising stakeholders on improving information technology system processes.

WHAT YOU'LL BE DOING DAY TO DAY As an IT Program Manager, you will use your knowledge of and experience with the Assistant Secretary for Planning and Evaluation to optimize business results and customer experience by: Developing and managing IT spend plans, including formulation, justification, and execution tracking of funding.

Overseeing enterprise IT systems and evaluates system performance, security, and lifecycle effectiveness.

Coordinates with stakeholders and leadership to obtain buy-in and implement IT improvements and recommendations.
