Full Job Description

This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in-office meetings) and remote work days (work must be performed in Utah). Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason. The office is located at the Multi-Agency State Office Building (MASOB) 195 N 1950 W, Salt Lake City, Utah.


The manager of the Web Development Team, will lead, mentor, and inspire a highly-skilled, high-performing team specializing in website development in an Angular / Java platform.

The team also provides guidance around digital standards, usability, mobile-first development, and accessibility.

This leader will ensure the team successfully supports the Department of Workforce Services by driving adoption of best practices across our development environments.


The manager will also collaborate with our stakeholders, serving as the primary internal point of contact, the manager will define processes, establish security protocols, and oversee user management.


This role requires a leader who leads by example, is willing to actively listen, and is dedicated to fostering a supportive culture where team members feel their voice matters.

Requirements

  • Project & Task Management: Overseeing all development projects and daily tasks.
  • Strategic Planning: Oversee PI Planning sessions and finalizing statements of work.
  • Resource Management: Approving timecards, managing software procurement, and overseeing budget allocation.
  • Stakeholder Collaboration: Ensuring effective coordination with all relevant parties.
  • Risk Mitigation: Conducting application security and risk assessments.
  • Enterprise Integration: Coordinating and implementing enterprise-wide projects.
  • Team Leadership: Fostering a cohesive and productive development team.
  • Fostering Growth: Developing and monitoring staff performance plans to support continuous improvement and accountability.
  • Project Management: Leads project management team and continually revises processes and procedures to ensure the best outcome.
  • Employee Recruitment: Coordinates state employee recruitment for Web team, including scheduling interviews, being a part of the interview board, and onboarding new hires.
  • Budget: Ensuring that budget allocations for both project operations and personnel are aligned with long-term organizational goals.

Qualifications

  • Proven experience with managing large-scale IT operations and or related technologies.

  • Strong leadership skills with the ability to lead and motivate cross-functional teams effectively.

  • Proven expertise in end-to-end fiscal management, overseeing annual operating budgets. Adept at performing complex variance analysis, identifying cost-saving opportunities, and reallocating resources to ensure all projects remain profitable and aligned with agency financial goals.

  • Delivering exceptional customer service by transforming standard transactions into long-term partnerships. Proactive problem-solving, and the consistent delivery of high-value solutions.


Preferred Qualifications/Skills

Expertise in building high-performance cultures by identifying individual strengths and aligning them with organizational goals.

Mentorship that creates personalized development pathways that empower staff to take ownership of their careers, resulting in increased retention, internal promotions, and a robust leadership pipeline.

  • IT Operations leadership experience in enterprise network services, data center operations, identity and access management, and cloud technologies.

  • Government or public-sector experience.

  • Additional Information

    • Employment contingent on passing a drug screening and a background check.
    • Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
    • Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
    • Preference may be given to current Division of Technology Services (DTS) employees.
