This recruitment will establish an employment list to fill current and any future vacancies within the Tulare County Information and Communications Technology Department.

Requirements
- Providing specialized support for ECM\CMS technology components, including day-to-day monitoring and analysis of system operation, security and business continuity.
- Ensures scheduled maintenance operations and tasks are performed as required.
- Coordinates and implements all departmental ECM\CMS application software installations and patches, including appropriate testing and notification of stakeholders.
- Coordinates the implementation of new ECM\CMS initiatives and major revisions between IT staff, clients, and vendors.
- Develops ECM\CMS operating policies, procedures, and standards and ensures adherence by documentation and evaluation of client feedback.

Qualifications
Minimum qualifications are used as a guide for establishing the education, training, experience, special skills and/or license which are required and equivalent to the following.
Education:
Level I/II
- Graduation from an accredited college or university with a Bachelor’s Degree in Computer Science or Management Information Systems, Library Sciences or related college degree.
Equivalency for Education:
- In lieu of degree, four (4) years of work experience in an information management or records management related field.
Experience:
Level I:
- One (1) year of progressively responsible experience in supporting Digital Asset Management, Document Management, Records Management, Taxonomy, Web Content Management, Document Imaging, or Workflow Management systems that provide Business to Employee organizational process solutions.
Level II:
- Three (3) years of progressively responsible experience in supporting Digital Asset Management, Document Management, Records Management, Taxonomy, Web Content Management, Document Imaging, or Workflow Management systems that provide Business to Employee organizational process solutions.
Knowledge of:
- Current business and technical processes of County government.
- Business analysis activities including enterprise analysis, requirements planning and management, communications and solution assessment and validation.
- Digital Asset Management, Document Management, Taxonomy, Web Content Management, Document Imaging.
- Business process flow, network and application topology diagrams.
Skill/Ability to:
- Work and communicate effectively with people of various educational and socioeconomic backgrounds by respecting beliefs, interpersonal styles and behaviors of both clients and co-workers.
- Operate contemporary office equipment inclusive of computer, keyboard, and all applicable electronic equipment.
- Read, interpret and apply complex technical information and contracts; prepare clear, concise reports and correspondence using correct grammar, punctuation and spelling.
- Conduct research into ECM\CMS software development and delivery concepts, as well as technical application issues.
- Successfully manage multiple concurrent assignments.
License or Certificate:
- Possession of or ability to obtain an appropriate valid California driver's license.
DESIRABLE EMPLOYMENT STANDARDS
Knowledge of:
- Applicable State and Federal statutes and regulations, and local ordinances, policies, and rules related to the County specifically related to WEB Content Management, Document Management, and Record Management systems.
- Business development strategies and practices.
- Knowledge of HTML5 and CSS3, with the ability to edit, troubleshoot, and optimize web content, templates, and layouts within enterprise content management systems.
- Understanding of ADA and WCAG 2.1/2.2 accessibility standards, including experience creating and maintaining accessible digital content.
License or Certificate:
- AIIM Certifications: CIP
- ARMA/ICRM Certifications: CRM, CRA
- Microsoft M365 Certifications: SharePoint Online Development
- Certified in Information Technology Service Management (ITIL Foundation v3).
- International Association of Accessibility Professional (IAAP) Certifications: CPACC, WAS, CPWA, ADS, CPABE
- Drupal Certifications: Developer, Front-End Specialist, Site Builder
