Full Job Description

The Division of Technology Services (DTS) is seeking to hire a highly motivated individual to oversee application development and performance for the Utah Department of Commerce and Department of Labor.



DTS is seeking a highly experienced and strategic IT Director position for the Business Operations section of the Division.

This position will oversee, optimize, and lead the core daily business functions that enable the department's technical mission.

This critical leadership role ensures the efficiency, effectiveness, and continuous improvement of vital operational areas, directly impacting the organization's ability to achieve its strategic goals.


State employees are required to reside within the state of Utah.

This position is currently a hybrid of both in-office and telework days (three days a week in office required). The office is located at the Taylorsville State Office Building, 4315 S 2700 W, Taylorsville, UT. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason.

Requirements

The Director will be responsible for managing and aligning the following diverse functions:

  • Direct oversight and management of two enterprise data centers.

  • Governance and lifecycle management of the department's enterprise software program.

  • Leadership and optimization of the Project Management Office (PMO) to drive successful project execution and delivery.

  • Oversight of procurement and contracts processes to ensure efficiency, compliance and best value.

  • Management of the Vendor Management functions

  • Management of division administration and payroll functions.

  • Be involved in numerous division projects.

The position will drive efficiency and ensure the effectiveness of many other IT, administrative, and operational functions by working closely with leadership across all product and service lines.

Qualifications

The ideal candidate has 10+ years’ experience as a strategic and results-oriented leader with a proven track record in managing complex business operations.

The ideal candidate possesses exceptional analytical, organizational, and communication skills, with the ability to lead cross-functional teams and drive change.

A strong commitment to efficiency, process improvement, and leveraging technology is essential.

Primary Duties

  • Operational Strategy & Management:

    • Develop, implement, and monitor operational strategies, policies, and procedures to enhance efficiency and productivity across the organization.

    • Oversee day-to-day business functions, including resource allocation, budget management, and internal process compliance.

  • Process Improvement & Optimization:

    • Identify opportunities for process automation and optimization to reduce costs and improve service delivery.

    • Lead continuous improvement initiatives

  • Team Leadership & Development:

    • Lead and mentor a team of professionals, fostering a culture of accountability, high performance, and continuous professional development.

    • Collaborate with division/product heads to ensure operational support meets their needs and aligns with strategic priorities.

  • Reporting & Analytics:

    • Establish and track key performance indicators (KPIs) for operational effectiveness and report performance metrics to executive leadership.

    • Utilize data and analytical insights to inform operational decision-making and strategic planning.

Required Qualifications

  • Proven experience 10+ years in a senior leadership role overseeing complex IT, business or administrative operations.

  • Strong knowledge of business process management, performance metrics, and financial management principles.

  • Demonstrated ability to drive large-scale projects and implement organizational change successfully.

Preferred Skills

  • IT Operations leadership experience

  • Government or public-sector experience.

Additional Information
