Specialized experience is defined as: applying systems design tools, methods and techniques, including automated systems analysis and design tools to develop requirements and specifications for systems and conduct detailed analyses of business processes to design IT solutions, Experience with project management principles and practices Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

** You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Independently provides formal and/or informal instruction to users regarding complex systems issues, features, etc.
  • Determines best approaches for systems implementation within the technical environment and works with applications developers to isolate and solve design problems encountered during testing and implementation stages.
  • Defines system scope and objectives and ensures the integration of all systems components, e.g., procedures, databases, policies, software and hardware.
  • Defines and validates the need for proposed new or improved systems through consultation with program officials in customer program organizations.
  • Reviews general business and functional requirements that support the need for systems and identifies and evaluates potential systems design approaches.
