Job Description

Summary

This role involves leading teams to develop, maintain, and secure software for major financial and accounting systems in the Department of Defense, ensuring everything runs smoothly from design to deployment.

It also includes creating policies, guiding others on cybersecurity rules, and improving system performance.

In addition to the Basic Competency Requirements listed above, one year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-12 in the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Initiating and managing the development, revision, coordination, and/or rescission of policies and procedures; providing guidance to management and/or customers on policy interpretation and determinations; providing analysis of policies and procedures impact to an organization.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement.

Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

** The effective date of your SF-50 must reflect that you will meet the 52-week time in grade requirement within 30 days of the announcement closing.

  • As a technical expert, may serve as a project leader or consultant to oversee and coordinate a staff of IT specialists involved with all phases of the life cycle of a major finance and/or accounting automated information system.
  • Assists staff in determining priorities and ensures adequacy of project plans; technical proposals; and the analysis, design, testing, debugging, deployment, monitoring, and maintenance of software and systems.
  • Performs studies to monitor and improve or enhance a major finance and/or accounting automated information system.
  • Briefs management on strategies to be used to exploit and implement new developments and advanced techniques in the area of software design and maintenance. Develops qualitative and quantitative measures of effectiveness in meeting project goals.
