Summary

This job involves building, updating, and testing software applications to support the financial operations of Washington's Employment Security Department, helping modernize systems that handle unemployment benefits and family leave programs.

It's a temporary role lasting until December 2027, mostly done remotely with occasional in-person meetings in Olympia.

This work can be performed virtually but the incumbent will be invited to project events in the Olympia, WA office on occasion, once per quarter at the most.


The ideal candidate for the Application Developer (IT Application Development-Journey) role is a technically skilled and forward-thinking professional who thrives in a modern, mission-driven technology environment.

They bring a strong foundation in software development, engineering practices, and application lifecycle management, enabling them to contribute meaningfully to the Innovation & Technology Office’s efforts to support and modernize the Employment Security Department’s systems.


With an understanding of how technology underpins critical statewide programs—including Unemployment Insurance, WorkSource services, and Paid Family and Medical Leave—they appreciate the impact their work has on more than 1,600 agency staff and the Washingtonians they serve.


This candidate excels at developing, enhancing, and maintaining applications that support the Finance Division’s essential operations.

They are comfortable working across web applications, database design, documentation, and testing, and they bring a disciplined approach to software quality and integration.

Their analytical mindset allows them to conduct deep data analysis, evaluate system behavior, and design solutions that strengthen data-driven decision-making across the agency.

Requirements


Application Development


  • Participate in analyzing and developing technical solutions for customers using agency supported technologies and IT industry standards


  • Develop code and maintain applications using industry and agency standards for ESD


  • Collaborate with Scrum Leads, project managers, business analysts, and other IT resources to develop IT applications/software using the Software Development Life Cycle (SDLC)


Application Maintenance


  • Modify and maintain applications to include database, application utilities, reporting, system interfaces, and responsive user interfaces/APIs using agency supported technologies and standards

  • Modify and maintain build and release pipeline in source control providers

  • Verify and validate successful code migration and implementation


Application Testing. This includes:


  • Review technical requirements defined by business customers and identify, develop, and conduct automated unit tests, systems performance, and load testing to ensure the code is functioning as designed

  • Consult, advise, and recommend the remediation of application and system defects identified during testing

  • Perform on-going security testing to ensure data integrity

Qualifications


  • Six years of IT experience developing systems using service-oriented design and development such as C#, ASP.NET, MVC, JavaScript, .Net Core, and TSQL or SQL

  • OR Associate’s degree in computer science or closely related field and four years of IT experience developing systems using service-oriented design and development such as C#, ASP.NET, MVC, JavaScript, .Net Core, and T-SQL or SQL. Or a combination of education and experience

  • OR Bachelor’s degree in computer science or closely related field and two years of IT experience developing systems using service-oriented design

AND:

  • Four years of experience performing the full application life cycle activities of industry standard application life cycle methodology (Scrum, Kanban, Waterfall, etc.) and testing as part of the Software Development Life Cycle (SDLC)

  • Experience in software management and work item management using Azure Repos Team Foundation Server, Visual Studio/Azure DevOps, and/or GitHub

  • Experience reviewing and developing technical documents related to application development, maintenance, and adhering to set goals and schedules

Abilities:

  • Ability to learn and continue to develop skills related to new tools and techniques related to applications development, maintenance, and support

  • Ability to code in C#, ASP.NET, MVC, JavaScript, .Net Core, and T-SQL or SQL

  • Demonstrated skills in service-oriented design and development using SQL, SSIS, SSRS and Power BI

  • Ability to effectively identify critical information for data analysis

  • Ability to develop and analyze data using Power BI

  • Ability to independently develop and implement SQL Server Integration Services (SSIS) packages for importing, exporting, and processing data for reporting purposes

  • Ability to conduct requirement definition sessions with program staff in order to understand their business/data needs and come up with creative solutions

  • Excellent written and verbal communication skills

  • Ability to effectively collaborate across organizational units and work cultures

  • Detailed, analytical thinking and ability to identify critical data needs
