Full Job Description

The Tibor Rubin VA Medical Center is recruiting for one (1) Inventory Management Specialist (EX) for the Supply Chain Service.

The incumbent will serve as an Inventory Manager in Logistics Service and will be responsible for the inventory and/or management of all expendable supplies and/or durable medical equipment in the assigned area(s), including Community Based Outpatient Clinics for the facility.

For a GS 7 position you must have served 52 weeks at the GS 5 OR for a GS 9 position you must have served 52 weeks at the GS 7.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below: Specialized Experience: In addition to meeting the time in grade requirement, you must have one year of specialized experience equivalent to at least the next lower grade GS in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Working knowledge of Fiscal Fund Control Points and budget balances to ensure procurement obligations are complete and approved prior to procurement activity.

Knowledge of purchase card regulations and policies, socioeconomic goals, and priority sources of supply. Knowledge of price analysis techniques. Knowledge of various acquisition clauses.

To qualify for a GS-9: Successful completion of :-One (1) Master's Degree or equivalent degree OR,-2 full years of progressively higher level graduate education leading to such degree OR,-L.L.B.

or J.D., if related. OR,-One (1) year equivalent to at least a GS-7.To quality for a GS-7: Successful completion of :-One (1) full year of graduate level education. OR,-Superior Academic Achievement.

OR,-1 year equivalent to at least a GS-5.Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels.

You will be rated on the following Competencies for this position: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.

Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Major Duties:

Major duties and responsibilities include but are not limited to: Inventory Management and Control: responsible for the management and control of an assigned class of expendable material; Serve as the point of contact for the coordination of material support and resolution of logistic problems; Conduct forecasting and quantitative analysis; Conduct spot checks; and complies with special requirements for firearms, ammunition and/or sensitive equipment; Return, Recall, and Reutilization: implement federal and agency programs for the return and reutilization of medical supplies; Coordinate disposal of surplus or excess supplies; Make emergent procurement decisions; and participates in root cause analysis process; Perform other related duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.

Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-Time, Monday - Friday, 6:00 a.m. - 2:30 p.m. or 7:00 a.m. to 3:30 p.m..
