This position serves as an Inventory Manager in the Commodity Management Division of the Supply Chain Management Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below: GS- 07- Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Managing a variety of expendable items and durable medical equipment; developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment; implementing federal and agency programs for the return and reutilization of medical supplies; utilizing best practices, principles and tools, concepts and methodologies to determine and evaluate supply system performance; and serving as a point of contact for the coordination of material support and the resolution of logistics problems.

OR, Education: Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have (1) full year of graduate level education or Superior Academic Achievement.
OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Bachelor's degree.

Only graduate education in excess of the amount required for the next lower grade level of GS-07 (1 full year of graduate level education or superior academic achievement) may be used to qualify applicants for GS-09 positions.

Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area.
Must maintain applicable training and licensing to operate assigned equipment.

Major Duties:
include, but may not be limited to the following: Inventory Management and Control: Responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment Returns, Recalls, and Reutilization: Implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
