This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-09 position, you must have served 52 weeks at the GS-07. For a GS-07 position, you must have served 52 weeks at the GS-05.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment; AND Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization; OR Graduate Education: Education at the graduate level in an accredited college or university meets the requirements for positions at GS-07 through GS-9.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Qualifying coursework includes: Supply Chain Management, Information and Logistics Management and/or Administration, Business Management, or comparable major of study.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.
If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended; OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-07 and GS-09.
(When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used).
The following shows the amounts of education and/or experience required to qualify for positions covered by the Office of Personnel Management (OPM) Administrative and Management Positions standard: Inventory Management Specialist, GS-301-09 (Full Performance Level): A.
One (1) year of specialized experience at the GS-07 level or equivalent for this position.
Qualifying specialized experience includes: the incumbent serves as the Inventory Management Specialist responsible for the management and control of assigned class of expendable material for a Veterans Affairs Healthcare System and supported catchment area.
Recognized as an authority on expendable commodity management and serves as a subject matter expert to all services and service lines.
Inventories managed include a wide variety of expendable items and durable medical equipment (DME) which may or may not be available through the Medical/Surgical Prime Vendor (MSPV) program or other negotiated or Federal Supply Schedule contracts.
Acts as a central point of contact for the coordination of commodity support and the resolution of logistics problems across organizational lines.
At this full performance grade level, the incumbent will perform the major duties as assigned independently; OR B.
A master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR C.
Equivalent combinations of specialized experience and education described above that meets 100% of the requirements for this position.
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
Inventory Management Specialist, GS-2010-07 (Developmental Level): A. One (1) year of specialized experience at the GS-05 level or equivalent for this position.
Qualifying specialized experience includes: This position is established to perform developmental assignments similar to the duties contained in the full performance position, Inventory Management Specialist, GS-2010-09.
This position is a training career ladder to the full performance level performed under close supervision and guidance; OR B. I have a one (1) full year of graduate level education; OR C.
I possess a bachelor's degree with Superior Academic Achievement (S.A.A.), which recognizes students who have achieved superior academic standing as evidenced by one of the three methods described below.
In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A.
is based on (1) class standing, (2) grade-point average, or (3) honor society membership: (1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision based on completed courses.
(2) Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or, b.) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
(3) Election to membership in a national scholastic honor society -- applicants can be considered eligible based on membership in one of the national scholastic honor societies; OR D.

Duties include, but may not be limited to the following: Inventory Management and Control: Responsible for the management and control of an assigned class of expendable material; serves as the point of contact for the coordination of material support and resolution of logistic problems; conducts forecasting and quantitative analysis; conducts spot checks; and complies with special requirements for firearms, ammunition and sensitive equipment Returns, Recalls, and Reutilization: Implements federal and agency programs for the return and reutilization of medical supplies; coordinates disposal of surplus or excess supplies; makes emergent procurement decisions; and participates in root cause analysis process Performs other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
