Full Job Description

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for an INTERNAL CONTROL ANALYST-Title 5, Position Description Number 12848709 and is part of the WI 128 ARW, Wisconsin Air National Guard.

GENERAL EXPERIENCE: In addition to OPM general experience, evaluate applicant's knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately; - Skill in applying procedures and directives by reading and interpreting program material; - Skill in presenting formal training presentations and briefings; - Ability to prepare reports and presentation formats.

SPECIALIZED EXPERIENCE: To qualify for the GS-0501-11 position, you must have 1 year equivalent to at least next lower grade level.

Candidate with administrative oversight experience to a Quality Assurance (QA) Program preferred but not required.

Experience recording quality data upon which accurate management conclusions and decisions are based.

Experience researching, developing, modifying, and maintaining qualitative standards to evaluate and monitor performance indicators.

Experience creating and maintaining a schedule of all reports, audits, inspections, and internal control reviews.

Experience with program management regarding accounting and financial functions to ensure internal accounting systems and administrative controls are sufficient to ensure all obligations and payments comply with applicable laws.

Must have experience facilitating meetings. Major Duties:

Provides administrative oversight of the Quality Assurance (QA) Program.

Examines all areas to determine the effectiveness of procedures and also determines if functional areas are recording quality data upon which accurate management conclusions and decisions are based.

Ensures effective and efficient quality standards and internal controls are in place at base level operations.

Independently conducts various reviews to assess organizational performance driven by SAF, ANG and Wing Requirements.

Ensure funds are safeguarded against waste, loss and misappropriation, and all remittances and payments are properly accounted for.

Reviews retrieval data provided by the systems to screen for any unauthorized access or dual access conflicts between the payable systems and the general accounting systems.

Gathers data, tracks discrepancies, prepares trend charts, and facilitates discussions with personnel at financial or QA meetings. *** This is NOT an all-inclusive list of duties. ***
