Job Description

Summary

This job involves leading teams to manage military construction projects from planning and design through to completion, ensuring everything stays on time, within budget, and meets the needs of various stakeholders.

A good fit would be an experienced engineer or architect who enjoys coordinating complex projects, solving problems under pressure, and working in a team environment within the Navy's facilities command.

It requires strong leadership skills and the ability to handle technical decisions in a fast-paced setting.

Key Requirements

  • Current Professional Engineer (PE) License or Architectural Registration in any U.S. state, DC, Guam, or Puerto Rico
  • At least one year of specialized experience at GS-12 level or equivalent, leading project teams in scope, schedule, and budget management for facilities design and construction
  • Ability to coordinate all phases of facilities design and construction independently while meeting stakeholder requirements
  • Experience facilitating sensitive stakeholder discussions and resolving complex problems with sound judgment
  • Proficiency in developing, monitoring, and controlling project schedules in coordination with stakeholders
  • Skills in tracking and reporting project status using enterprise project management software, reports, and briefings

Full Job Description

You will serve as a INTERDISCIPLINARY GENERAL ENGINEER/ARCHITECT in the PLANNING, DESIGN, AND CONSTRUCTION DIVISION of NAVFAC SOUTHWEST.

This position has a selective placement factor for the GS-13 position that will be used to screen out ineligible candidates.

The selective placement factor for GS-13 is: Possession of a current Professional Engineer License or Architectural Registration in any State, the District of Columbia, Guam, or Puerto Rico.

(Note: You must submit a copy of the License/Registration with your application package.) Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading project teams with responsibility to coordinate and manage scope, schedule, and budget for facilities design and construction; 2) Coordinating all phases of facilities design and construction independently within constraints and stakeholder requirements; 3)Facilitating sensitive stakeholder discussions and resolution of complex problem exercising sound judgement; 4) Developing, monitoring, and controlling schedules in coordination with stakeholders requirements and commitments; 5) Tracking and reporting project status using enterprise project management software tools, scheduled reports and briefings, and unscheduled data calls; and 6) Coordinating the development and implementation of project acquisition plans in alignment with enterprise goals, legal constraints and best practices.

  • You will be responsible for the project management of work related to military construction projects.
  • You will render technical decisions/recommendations on situations, questions, and/or problems relating to scheduling, funding, project coordination, and contract interpretations related to execution of projects.
  • You will identify areas of risk associated with design and construction and develop mitigation strategies or alternatives.
  • You will serve on Selection Boards and provide recommendations for contract awards for both A-E and construction contracts.
  • You will Serve as liaison between project team and Supported Commander.
