Full Job Description

The primary purpose of this position is: Lead/manage the Joint Non-kinetic Effectiveness (J-NKE) Program to integrate non-kinetic targeting capabilities into existing joint targeting processes and develop the means to estimate the effects of capabilities employed in the cyber and space domains to allow planners and commanders to make decisions on the proper employment of force.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include Mastery of a comprehensive range and firm knowledge of the principles, concepts, and methodologies associated with the following disparate professional fields: targeting, intelligence acquisition and non-kinetic operations.

The employee applies experimental theories and new developments to problems not susceptible to treatment by accepted methods or makes decisions or recommendations significantly changing, interpreting, or development important policies and programs.

Demonstrated knowledge of organization, mission, and function of the US intelligence community and US intelligence collection techniques (systems and methods) and their limitations (in order to develop innovative, effective intelligence collection strategies.

Demonstrated knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of advanced multidisciplinary targeting and intelligence concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to complex problems, plan and execute specialized programs, and evaluate advancements in relevant theory, application, technology, and policy.

Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements, enabling effective intelligence and information system integration, life cycle management, and related activities.

Knowledge of the targeting and intelligence mission within the DoD and Air Force, including roles, functions, organizational structures, interactions, systems acquisition processes, planning/budgeting cycles, and financial constraints.

Extensive knowledge of a comprehensive range of targeting and intelligence research methods, techniques, and practices, coupled with advanced analytical principles, automated systems, and tools for complex multi-source intelligence analysis, leading to detailed studies, threat assessments, and program initiatives; including expertise in the targeting cycle, doctrine, and regulations, as well as the structure and interrelationships of the federated IC, DoD, Joint, Services, and USAF targeting enterprises.

Skill in establishing and maintaining effective relationships, building consensus, negotiating, and resolving conflicts with diverse individuals and organizations; demonstrated ability to communicate effectively, both orally and in writing.

OTHER SIGNIFICANT FACT CONT.

Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Manages, plans, organizes, directs and coordinates the activities of Joint Non-kinetic Effectiveness Program, ensuring airpower, cyberspace functions, and spaced-based capabilities comply with legal and regulatory requirements and meets customer needs.

DUTY 2: Serves as a consultant and expert in work involved in the application of advanced theories, concepts, and principles related to development or sustainment of systems.

DUTY 3: Represents the organization with a variety of installation and functional area organizations.

DUTY 4: Directs and/or leads various advisory committees, technical review boards, broad studies, and/or other meetings related to area of expertise.
