The primary purpose of this position is to serve as the Future Threats Analysis Squadron (SMF) Senior Intelligence Analyst (SIA) tasked with the responsibilities of providing strategic messaging, technical expertise, and leadership to ensure the Squadron's analytic programs, approaches, and assessments fulfill mission objectives - accurate, timely, and actionable intelligence.

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-15 duties for the "Supervision/Management" work category are at the "Expert" work level and are equivalent to those at the GS-15 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience include: knowledge of a wide range of concepts, principles, practices, methods relating to foreign air/air defense, space, and cyber forces modernization efforts and technology-based capabilities to include emerging & disruptive technologies (E&DT), research/development/acquisition (RDA) to include technology transfer issues and supporting research & development (R&D) investments.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Substantive knowledge of a wide range of multidisciplinary intelligence practices, methods, and techniques relating to threat analysis of foreign air/air defense, space and cyber forces modernization efforts and technology base capabilities to include E&DT and RDA to include technology transfer issues, and supporting R&D investments.

Expert understanding of the broad spectrum of intelligence processes, intelligence tradecraft, methods, and techniques; understanding the process to identify the most critical intelligence gaps and plan multi-source information gathering strategies to substantiate new accurate, and tailored foreign force modernization intelligence assessments.

Skill in analysis and production of reports and products that are responsive to specific needs of customers to include formulating, gathering, organizing and analyzing information, and presenting clear and concise findings.

Knowledge of contract administration and termination techniques sufficient to direct resource manager and represent programmatic status to expert community stakeholders; expert skill in executing program management responsibilities; and analytic leadership acumen in planning, organizing, and directing complex, multi-organization, multi-skillset activities across a wide variety of concurrent projects.

Expert ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, in order to conduct briefings or coordinate various requirements of assigned projects or in working out solutions to problems; to include skill in establishing and maintaining effective relationships, building consensus and coalition, negotiating and resolving conflicts with a variety of organizations and individuals.

Expert skills in building teams, and masterful ability to mentor, guide and coach junior team members from across NASIC and the IC; masterful ability to collaborate with other teams to maximize best practices, enable cost-sharing, and leverage lessons learned.

CONDITIONS OF EMPLOYMENT CONTINUED: This position is covered by the Defense Civilian Intelligence Personnel System (DCIPS), and as such will subject the incumbent to those examination and/or tests that are necessary to obtain and retain a security clearance and any special accesses required by the position in accordance with AFI 36-1101.

Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).

A non-disclosure agreement must be signed. Requires availability or short notice work on evenings, weekends, and holidays as well as occasional extended irregular work hours and short-notice deadlines.

Flexibility in scheduling workday is mandatory. Work requires long periods of concentration to collect data, analyze, write and review both written an oral presentations and studies.

Work space is an office setting and there are no unusual physical demands required beyond the ability to travel and operate automated data processing equipment.

Position requires availability for frequent CONUS TDYs and occasional overseas TDYs, with travel by military or commercial aircraft.

Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Serves as strategic advisor to the Squadron Director.

Defines, develops, and formulates the technical structure, analytical approach, and the technical policies, procedures, issues, and concepts of Squadron programs, projects, and tasks to assure a balanced program that satisfies the Squadron's customer needs.

DUTY 2: Serves as senior tradecraft and analytic mentor for the squadron.

Directs and/or oversees the development of new analytic techniques to improve the quality and quantity of analysis based on present and anticipated information, methods, and techniques.

DUTY 3: Participates in resource reviews to determine sufficiency and effect on the Squadron's products.

DUTY 4: Represents NASIC and USAF in technical meetings and conferences with government and industry up to DoD and National Intelligence levels, and in Special Project programs.
