Full Job Description

The primary purpose of this position is: This is a developmental position with known promotion potential to the target position of 5C-NC1489, Intelligence Research Specialist, GG-0132-12.

Incumbent works closely with the supervisor or senior specialists in performing duties identified in the full performance position description.

This is a GG-09t12 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-09t12 duties for the "Professional" work category are at the "Entry/Developmental" work level and are equivalent to those at the GS-09t12 level.

The selectee's salary will be set within the 09t12 grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.

Examples of creditable experience includes basic knowledge of the principles and theories of intelligence operations and research functions to perform portions of complex assignments.

Knowledge of technical intelligence processes for the collection, evaluation, and dissemination of information.

Gathers and analyzes intelligence information using multi-source knowledge from either regional or functional background/training to current and operational intelligence missions with general supervision.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

OR EDUCATION: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

NOTE: You must submit copies of your college transcripts.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

This position is a developmental position and will be filled at the GG-09 level with promotion potential to the GG-12.

The individual selected for this position may be promoted to the target level without further competition upon meeting any legal and regulatory requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of basic principles of DOD, National Intelligence and U.S.

Law Enforcement Agencies missions and functions. Knowledge of fundamental principles and concepts of intelligence collection, analysis, evaluation, interpretation, and dissemination of information.

Knowledge of intelligence data systems and computer hardware/software. Skill in applying principles, concepts, and practices sufficient to perform in the intelligence field.

Ability to perform research, analysis, and evaluation to discover facts or fundamental relationships; and to analyze, interpret, and apply intelligence processes to situations, and recommend solutions to senior analysts/specialists.

Skill in communicating factual and procedural information clearly, orally and in writing.

Ability to effectively maintain control of classified material, assimilate disparate data, render knowledgeable and accurate assessments of the implication of data estimates, and make effective recommendations under conditions of urgency and pressure.

OTHER SIGNIFICANT FACTS CONT. This position has been designated as Special Sensitive.

The employee is required to obtain and maintain a Top Secret/Sensitive Compartmental Information clearance as a condition of employment.

Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed.

Access to Special Access Programs (SAP) will require the employee to submit to a Counterintelligence (CI) Polygraph (Poly) screening prior to access being granted (not a pre-employment requirement).

Incumbent is subject to random CI Poly screenings as a condition of employment. Failure to submit to a CI-Poly will result in debrief from all SAPs and removal from the position.

This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.

Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.

The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.

A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Analyzes intelligence information concerning networks of people, organizations, and illicit movement of materials relative to the USNORTHCOM mission that indicate threats to the AOR.

DUTY 2: Develops and provides predictive, actionable intelligence on multiple international drug trafficking, TCO, and related threat networks in the defined AOR.

DUTY 3: Identifies intelligence gaps and initiates action for the collection of supplemental information. DUTY 4: Provides support to mission planning.

Makes recommendations on operational matters used to initiate management actions to revise policy to commit Agency funds or resources.
