The primary purpose of this position: To serve as a Senior Planner for Intelligence Operations within the Joint Task Force North (JTF-N), Directorate of Intelligence (J2), with an emphasis on counter-transnational organized crime operations.
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).
The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level.
The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for series 0132.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position.
Examples of creditable experience include: knowledge of advanced research methodologies and reference techniques relevant to the assigned area, with the ability to apply this expertise to complex intelligence planning and analysis assignments.
The role requires innovative thinking to develop new internal methods, approaches, or procedures for interagency intelligence programs, including the ability to interpret, evaluate, and integrate all-source intelligence information.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Combatant Command level (e.g.
USNORTHCOM) missions, specifically a focus of major TCO issues within USNORTHCOM's AOR.
Knowledge of the intelligence career field with a specialization in international drug trafficking and related transnational threats, including trends, funding and group relationships.
Knowledge of the Intelligence Cycle (Planning and Direction, Collection, Processing and Exploitation, Production, Dissemination and Integration, and Evaluation) and the principles, concepts and methodologies of intelligence analysis to include link analysis, tolls analysis, matrix analysis, traffic pattern and trend analysis, document exploitation, and database manipulation.
Knowledge of joint operations, current intelligent community issues, support to the full spectrum of military operations, and current intelligence to include all policies, entities, missions, and resources planning.
Knowledge of the U.S. Federal law enforcement community missions, policies, operations and databases to include agencies within the Department of Justice and the Department of Homeland Security.
Knowledge of all-source collection systems (i.e.
SIGINT, MASINT, IMINT, and HUMINT), requirements formulation, validation and review processes within the Services, DOW, and national arenas to include Intelligence production process and the relationship of that process to ad hoc and standing collection requirement.
Skill in using commercial software applications along with Intelligence Community databases, specifically those systems used to analyze transnational threats which require handling classified and law enforcement sensitive data in accordance with established DOW procedures and law enforcement policies and procedures.
Ability to effectively communicate, both written and oral, representing the command at meetings with other intelligence, law enforcement, and partner nation organizations.
OTHER SIGNIFICANT FACTS: This position in the excepted service authorized by Title 10 U.S.C. and covered by the Defense Civilian Intelligence Personnel System (DCIPS).
The employee must sign a Statement of Understanding prior to occupying a DCIPS position.
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing.
Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety.
The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
An advanced intelligence-related or professional/scientific degree is desirable. The incumbent may be required to be available for varying duty hours, to include shift work, on-call and overtime.
May be required to perform Battle Roster functions during Exercises and Real-World events.
Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC),Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned.
These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place.
The physical/medical assessment is not a pre-employment requirement.
In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility.
A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:
Develops intelligence plans in support of organizational goals and objectives.
Develops intelligence plans after careful review and interpretation of all-source intelligence threat data sources; provides succinct interpretation of Transnational Criminal Organizations (TCO), their operational methods, capabilities, vulnerabilities, probable courses of action, and potential threats to U.S.
interests. Engages in comprehensive interagency collaboration and intelligence planning to support and enhance JTF-N's mission and objectives.
Participates fully as a member of intelligence professional gatherings consisting of personnel from intelligence components, Unified and Specified Commands, Law Enforcement Agencies, and higher headquarters, which meet to discuss mutual analytical problems and production requirements.
Identifies intelligence gaps and proposes actions for the collection of information to fill identified gaps.
Assesses TCO methods and trends which affect changes to procedures and analyzes the subsequent decisions and actions to counter such threats.
