The Office of the Insurance Commissioner (OIC) seeks 2 qualified individuals for the Insurance Technician 3 position. This role is within the Consumer Protection Division and is based out of our Tumwater Office.

About the Position
The Insurance Tech 3 position serves as a senior level, paraprofessional position on the Licensing team. This position is assigned to the Producer Licensing & Oversight Program within the Consumer Protection division of the Office of the Insurance Commissioner (OIC). As an Insurance Technician 3, you will support the agency’s mission by protecting consumers and the public interest through the fair and efficient regulation of insurance licensees, including producers, adjusters, surplus lines brokers, and insurance company representatives and by assuring adherence to the laws and regulations of this state for the issuance of initial, renewing or reinstatement of insurance licenses and for all licensing processes.

This is a Washington General Service position. The monthly salary range for this position is $3752 - $5011.

Requirements
The duties of the position include, but are not limited to:
- Review online applications for resident and non-resident individual and business entity licenses at initial application, renewal, or reinstatement for: producer, adjuster, surplus lines broker, title (real property), premium finance, portable electronics, rental car, self-service storage.
- Analyze and evaluate each application for completeness.
- Communicate missing requirements and deficiencies to the applicant, licensee or insurer.
- Determine whether to decline or refer the application to the Compliance team, the Licensing Supervisor, or Program Manager for review when non-compliance or background issues occur.
- Review, analyze, and determine individual qualifications for appointment to insurers and/or affiliation to business entities, issuing the appointment or affiliation when met.
- Respond to the full range (simple to complex) of electronic, telephone or in-person inquiries regarding electronic and paper licensing processes.
- Provide authoritative information, guidance and technical assistance to users of the online licensing systems of the OIC and the National Insurance Producer Registry (NIPR).
- Provide written or oral authoritative information to applicants, licensees, insurance industry representatives, consumers, and other regulatory agencies regarding interpretation of laws and regulations pertaining to the application and license issuance process, licensing examination and continuing education requirements, verification of licensure status
- Access and run Data Manager reports for assigned NIPR electronic transactions.
- Provide PL&O Manager with analysis and identification of issues resulting from program’s customer service satisfaction survey. Results are provided and reported to Manager at monthly staff meetings.
- Assist the PL&O Compliance Supervisor and Program Manager with various projects.

Qualifications
Required Qualifications:
- Two (2) years as an Insurance Tech 1, including one (1) year of clerical and customer service experience.
OR
- One (1) year as an Insurance Tech 2, including one (1) year of clerical and customer service experience.
OR
Four (4) years of clerical, office support, and/or customer service* experience in a position providing guidance to inquiries regarding professional processes, procedures, regulations or similar.
Clerical and customer services experience includes duties such as answering multi-line phone calls, greeting customers, taking orders, or responding to questions, providing resolution to issues, filing, keeping electronic records, data entry, processing mail, managing supply inventories, monitoring emails, managing schedules or calendars in an office setting.
AND
- A “basic” skill level in Word, Excel, and Outlook.
Preferred/Desired Qualifications: - Intermediate or above skill level in Excel, Word, and Outlook
- Associate degree or higher
- Insurance related certification(s) and/or designation(s)
- Experience reviewing/analyzing/issuing professional licensing applications for compliance with the applicable statutes, regulations, policies, processes, and procedures.
- Experience researching/analyzing/responding clearly and effectively to written or oral inquiries regarding professional licensing, processes, or statutory/regulatory compliance.
- Fluent verbal communication skills in Spanish, Korean, Russian, Vietnamese, Mandarin, or Cantonese, with the ability to score “Advanced Mid skill level” on the oral proficiency assessment by the American Council for the Testing of Foreign Languages.
