The primary purpose of this position is: To troubleshoot, repair, overhaul, modify, test, calibrate, and install the most complex instruments and equipment that are combined and interrelated with other devices, and are designed to perform multiple functions such as differentiation, data integration, data conversion, and data translation functions.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3300 Instrument Work Family.

Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying.

Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is ability to do the work of a WG-3359 INSTRUMENT MECHANIC without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Knowledge of electrical, mechanical, pneumatic, and/or hydraulic principles and theories and electronic principles to repair, maintain, and calibrate the most complex instrument devices that perform differentiation, integration, and data translation functions.

Knowledge of testing and troubleshooting techniques and procedures to analyze, repair, and maintain electromechanical, pneumatic, hydraulic, and/or electronic instrument systems where the equipment is interrelated and performs multiple functions or where performance specifications are met only by making simultaneous adjustments and alignments to interrelated systems and devices.

3. Knowledge of safety regulations, practices, and procedures. Knowledge of operational and maintenance records, both manual and automated, and of the terminology and format to report work performed.

Skill to isolate malfunctions in complex components and devices or to align and calibrate special purpose equipment that contain multifunctional items with critical mechanical and electronic tolerances and accuracies.

Skill in making precise repairs and alignments of instruments and equipment assigned. 5.

Skill to interpret complex drawings, sketches, wiring diagrams, manufacturers' plans, engineering blueprints, and similar technical information.

Skill to modify and improve methods of testing and overhauling new instruments and devices that may require adapting tools and test equipment to special uses such as extending the range or sensitivity of diagnostic equipment, or fabricating tools to accommodate particular needs, or to perform standard operations more efficiently.

Physical Effort: The work often requires working in sitting positions for extended periods of time. Some work requires long periods of standing, walking, bending, and reaching.

Frequently lifts, handles, and carries items weighing up to 40 pounds unassisted, and occasionally items weighing more than 40 pounds with the assistance of other workers or weight handling equipment.

Working Conditions: The employee works indoors and outdoors, on elevated structures, and in cramped areas.

Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to chemicals, heat, steam, noise, noxious gases, fumes, asbestos or acids.

Occasionally works outside, on top of buildings, in drafty attic spaces, and in cramped areas with low overheads.

Subject to possible burns electrical shocks, cuts, strains, bruises, and chemical irritations.

To reduce dangers from these and other similar conditions, follows prescribed safety practices and use safety equipment such as safety glasses, hard-toe shoes, respirators, hard hats, and fire retardant gloves.

Uses cleaning solvents and lubricants that may expose workers to unpleasant fumes.

Exposed to the possibility of electrical shock; burns from hot solder, soldering irons, and electrical sparks; and cuts, bruises, and abrasions from operating power tools and equipment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Major Duties:

Independently plans and lays out work from blueprints, sketches, drawings, specifications, guides, codes, and work orders.

Troubleshoots controls systems equipment for proper operation, balancing, sequencing, and assembly of components with little or no supervision.

Independently installs, repairs, and monitor instruments and equipment associated with real property such as heating, ventilation and air conditioning (HVAC) systems, environmental systems, energy management and control systems (EMCS), fire and security surveillance alarms, corrosion control systems, utility metering systems, and adjusts and balances air distribution systems.

Performs preventative maintenance of control systems and components to include disassembling, cleaning, maintaining, reassembling, and calibrating with little or no supervision.

Initiates, enforces, and utilizes safety practices and procedures following established safety rules and regulations to maintain a safe and clean work environment.
