Full Job Description

Under administrative direction, is responsible for managing the performance of professional staff in work involving organizational structure review, manpower planning, operations research, systems research, and related work reviewing methods, procedures, policies, department functions, and internal relationships. Coordinates studies and projects to completion while keeping management informed of progress or problems, as required. Serves as a project coordinator or team leader on special assignments. Working conditions are primarily inside an office environment. Exercises direct supervision over assigned staff.

8:00 a.m. - 5:00 p.m., Monday - Friday

This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

  • Plans, organizes, and coordinates organizational planning to improve the effective utilization of human and other organizational resources.
  • Analyzes policies, practices, systems, procedures, workload standards, and organizational structures.
  • Consults with and advises management at all levels on complex operational, organizational, and resource problems.
  • Evaluates staffing requests and recommends staffing levels to ensure the efficient and effective utilization of human resources.
  • Conducts workshops for discussing study findings and recommendations.
  • Prepares comprehensive recommendations aimed at resolution of organization, management, and employee utilization problems and/or opportunities.
  • Develops City-wide organizational relationships and functional responsibilities adapting the 'ideal' organization to fit current conditions and demands for municipal services.
  • Proposes future organizational configurations to meet the business strategic goals of the City.
  • Maintains contacts with other organizations and consultants to obtain and exchange organizational and human resources information.
  • Reviews the formal literature on organizational planning to adapt new ideas for the City.
  • Prepares and monitors division budget.
  • Assists the City Manager's staff on special projects, as requested.
  • Performs related duties and fulfills responsibilities as required.

Qualifications

  • Bachelor's Degree from an accredited college or university with preferable coursework in Public Administration, Business Administration, or a related field.
  • Four (4) years of progressive responsible experience in organizational performance review, human resources planning, and statistical analysis, preferably in municipal government.
  • Valid Class 'C' Texas Driver's License.

    One year of higher education is defined as 30 credit hours completed at an accredited college or university.

If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
