The Opportunity

WSDOT Technology Services Division (TSD) is seeking a senior-level Mainframe Systems Engineer to serve as the agency’s designated lead mainframe technician and Mainframe as a Service (MFaaS) vendor manager, providing expert administration and lifecycle support for enterprise mainframe operating systems, subsystems, and infrastructure.

In this role, you will lead installation, configuration, implementation, maintenance, troubleshooting, performance monitoring, and problem resolution for critical system software and hardware, while coordinating vendor services, managing supported technology acquisitions, and ensuring reliable, secure, and efficient operations.

The position will also provide organizational leadership for the Mainframe Technical team, represent Infrastructure Services in cross-agency forums, and advise management and business partners on enterprise mainframe strategies and solutions.

This role is essential in that systems must be running at peak performance with an expectation of an almost constant up time.

If systems are down, or are not running optimally, essential agency functions and projects can be affected.


What to Expect

Among the varied range of responsibilities held within this role, the Infrastructure Services Mainframe Supervisor will:

  • Recommend configuration changes and enhancements for the mainframe operating system software (zOS) environment and applicable subsystems.
  • Research and document the impact that new zOS releases will have on existing systems and applications and work with MFaaS vendor to devise a plan for implementation.
  • Serve as WSDOT team lead on projects that integrate new mainframe hardware and/or software technologies.
  • Serve as team lead for the mainframe disaster recovery area by initiating actions that improve processes.
  • Oversee MFaaS vendor administration of necessary system backups to assure appropriate data is available for offsite recovery.
  • Perform at least one annual test to ensure disaster recovery readiness in case of a catastrophic event.
  • Ensure currency of processes used for disaster recovery through repeated updates and reviews
  • Provide agency level support for Continuity of Operations (COOP) and Disaster Recovery (DR) planning.
  • Provide expert technical knowledge and consultation to senior IT management.
  • Diagnose and troubleshoot complex mainframe operational problems.
  • Maintain contracts for mainframe software and services.


Qualifications

To be considered for this opportunity, the following are required:

Mainframe Systems Administration

  • Knowledge of zArchitecture operations or systems programming experience working on IBM z/OS mainframe systems.
  • Ability to execute end-to-end technical ownership of the z/OS environment including installation, configuration, and performance optimization.

Security and Access Management

  • Hands-on experience managing user access, resource protection, and compliance auditing in a z/OS environment using Resource Access Control Facility (RACF) or Access Control Facility 2 (ACF2).
  • Ability to conduct comprehensive security audits using RACF/ACF2, generate, and analyze SMF reports to identify vulnerabilities.

Business Continuity and Disaster Recovery

  • Proficient in the full lifecycle of Business Continuity and IT Disaster Recovery, from conducting initial business impact analysis (BIA) to executing recovery exercises and maintaining compliance with resilience standards.

Mainframe Environmental Systems

  • Introductory knowledge about how to administer and troubleshoot mainframe environmental systems, such as Adabas, Natural, EntireX, and/or WebMethods.

Business Analysis and Project Management

  • Demonstrates a working knowledge of Business Analysis and Project Management methodologies, with the ability to navigate both structured Waterfall timelines and iterative Agile sprints.

  • Takes action to meet the needs of others.


It is preferred that qualified candidates also have:

  • Advanced IT Expertise: Advanced knowledge in information technology gained through a combination of practical experience and/or formal education, demonstrating the ability to solve complex technical problems and apply emerging technologies in mainframe environments.
  • Independent Software Vendor (ISV) Solutions: Experience with end-to-end installation, configuration, and management of ISV solutions, including vendor coordination, contract oversight, and renewal management.
  • Scripting and Automation: Experience with scripting languages such as Rexx/Clist; or advanced training or experience using Job Control Language (JCL).
  • Supervisory Leadership: Demonstrated experience leading technical teams, providing guidance, mentoring staff, and supporting organizational goals through effective leadership and team management.
