Full Job Description

The Division of Technology Services (DTS) is looking for an experienced IT Project Manager with a minimum of 5 years of experience in technical project management to join our Project Management Office (PMO).

As a member of our PMO, you will lead innovative technical and IT projects that support DTS, executive branch agencies, and the citizens of the State of Utah.

If you are passionate about helping Lean-Agile teams thrive as they deliver value, and if you are experienced in one or more of the roles of Scrum Master, Product Owner, Release Train Engineer, or Product Manager, then this is a good place for you.


This position will be responsible for managing complex information technology projects that support the enterprise and the executive branch agencies of the State of Utah.

An expert grasp of contemporary project management best practices will be crucial for your success.

As a member of the Project Management Office (PMO), you will also have a unique opportunity to help DTS refine its processes, become more efficient, and continuously improve its ability to deliver value to its customers.


This position is currently a hybrid of both in-office (2 days a week required in office and any mandatory in office meetings) and remote work days (work must be performed in Utah).

Please note, a position's eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.

The office is located at the Taylorsville State Office Building at 4315 S 2700 W Taylorsville, Utah.

Requirements

Primary Duties

  • Project Management

    • Plans and manages projects and/or programs. Writes (or discusses) project/program plan(s), recommendation(s) and/or finding(s).

    • Meets and confers with management, users, and contract providers to resolve problems and coordinate services.

    • Monitors project or program budget including revenues, expenditures and budget projection, etc.

    • Coordinates and assigns project tasks; provides assistance in resolving problems; approves system changes and establishes project priorities.

    • Coordinates projects and ensures adequate administrative controls, quality, and procedural efficiencies.

  • Coaching, Training, and Subject Matter Expertise

    • Provides expert-level coaching, training, or guidance in team-level and program-level frameworks such as Scrum, Kanban, or SAFe.

    • Collaborates with other project managers and subject matter experts to evaluate processes, make improvements to those processes, and unify organizational ways of working across teams.

    • Collects feedback, identifies patterns and trends, and uses this information to fuel continuous improvement.

Qualifications

  • Experience working in Agile frameworks on technical projects

  • Experience facilitating daily stand-up meetings, sprint planning, sprint retrospectives, and backlog grooming.

  • Strong understanding of software development processes and technologies.

  • Experience with agile estimation and capacity management techniques.

  • Ability to work closely with business analysts, developers, and other team members to define and refine project requirements and deliverables.

  • Ability to develop and maintain project schedules, budgets, and resources.

  • Ability to prioritize and manage project risks and issues.

  • Strong communication skills, with the ability to clearly articulate project status, progress, and issues to stakeholders and senior leadership.

  • Experience planning and managing projects and/or programs, including writing project/program plan(s), recommendation(s), and/or finding(s).

  • Strong understanding of software development processes and technologies.

  • Ability to establish project plans, define staffing, resources, and management support, estimate project costs and time requirements, and manage change to keep the project on course and schedule.

  • Ability to manage multiple simultaneous projects.


Preferred Qualifications

  • 5+ years of experience managing large scale technical projects

  • Proficiency with project management tools and software, such as Jira and ServiceNow.

  • Experience working in Agile at scale, especially using the Scaled Agile Framework (SAFe).

  • Agile Certification, such as SAFe 6.0 Scrum Master, Certified Scrum Master (CSM), or equivalent.

  • Project Management Certification, such as the Project Management Professional (PMP) certification.
