Summary

This job involves leading the IT efforts for the City of Grand Rapids' parking, mobility, and traffic systems, including planning and maintaining technology to keep everything running smoothly.

Full Job Description

This is advanced professional and administrative work planning, organizing, coordinating, and administering the operation, maintenance and development of the City of Grand Rapids’ Mobile GR department’s management information and related systems for the city’s parking, mobility, and traffic signals systems.

The work includes serving as liaison with departmental users, overseeing departmental IT support staff, and managing the long-term planning of Mobile GR’s parking and mobility technology strategy.

This position may be a first formal leadership role; Mobile GR values candidates who demonstrate readiness to lead through collaboration, clarity, and accountability, regardless of title.


The work is performed under the managerial direction of the Mobile GR Director.

Essential Duties and Responsibilities
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Plans, organizes, coordinates and administers the development and implementation of management information and related programs; assures proper maintenance and processes of systems.
  • Administers program quality control procedures; maintains and updates policies and procedures, reviews technical problems and procedure changes, administers acceptance testing of new programs, completes documentation for and logs project work and new programs into production.
  • Maintains and refines complex computer systems and programs for Mobile GR staff, including the parking, mobility, traffic system, and supportive technology; analyzes requests and determines needs, develops and/or updates specifications, designs and modifies program coding, defines procedures as well as data inputs and outputs, documents and implements systems, and produces requested complex reports.
  • Reviews new equipment and software offerings and recommends for purchase, prepares statistical analyses and reports, and serves as a general program maintenance troubleshooter.
  • Conducts training for users in systems and software use and recommends enhancements.
  • Undertakes long and short-range planning and needs assessment for the improvement of the management information and related systems; consults with user departments to assess long term equipment and software needs; develops plans and recommendations.
  • Participates in technical and administrative studies and reviews reports of program needs and accomplishments.
  • Maintains records and prepares reports on a variety of subjects.
  • Provides technical systems analysis and development assistance for departments, users, and staff as required.
  • Serves on various committees and management teams as assigned.
  • Reviews periodicals, technical developments and other materials to keep abreast of developments in the field of management information and related fields.
  • Performs other related duties as assigned.

Requirements

Required Education and Experience
  • Possession of a bachelor's degree in computer science, information systems technology, business or public administration or related field.
--AND--
  • Five (5) years of progressively responsible professional experience in a field related to information technology systems.
--OR--
  • Any equivalent combination of training and experience.
