Full Job Description

This position serves as the Director over the Portfolio Management Division of our Health and Human Services Delivery Center (HHS IT DC).

This is one of several Delivery Centers within the Office of Administration/Office of Information Technology (OA/OIT) shared services model.

HHS IT DC provides end-to-end IT services to all staff in the Department of Human Services (DHS), the Department of Health (DOH), the Department of Drug and Alcohol Programs (DDAP), and the Pennsylvania Department of Aging (PDA).


We are seeking a motivated, energized individual with excellent communication and interpersonal skills to lead a team of employees and contractors who manage large, complex IT programs and deliver business-critical solutions on time and within budget to support state agencies that provide essential services, community support, and tangible health and social benefits to all people in Pennsylvania.

Requirements

In this role, you will serve as the Director over the Health and Human Services Delivery Center Product and Portfolio Management Division. This involves providing leadership across Product Managers, Portfolio Managers, and Project Management functions.


The Director works in close partnership with the Delivery Center Chief Information Officer to define priorities, modernize delivery practices, and ensure alignment with agency goals, OA/OIT enterprise standards, and federal requirements.

This role provides highly responsible administrative, managerial, and professional work in developing planning strategies and priorities with agency leadership and OA/OIT, and in coordinating technology services across all supported agencies.


Our teams will rely on you to manage and oversee IT portfolio planning; product and project intake; governance; and the modernization of delivery practices across both traditional SLDC/Waterfall methodologies and emergent Agile, iterative approaches.

Duties include leading, coaching, training, and capability-building opportunities to elevate delivery maturity across the HHS IT DC.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7.5 hours per day Monday – Friday. Work schedule will range from 7:30 AM to 5:00 PM (candidate may decide schedule). Lunch period will be either 30 or 60 minutes based on work schedule.
  • Parking is located at the building and is free.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to two days per week.

    You must come into the office three days per week at a minimum, but this could change and you may be required to come into the office more frequently.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $131,189.00 (before taxes).

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Nine years of professional information technology experience that includes three years in a managerial capacity and a bachelor’s degree; or
  • Thirteen years of professional information technology experience that includes three years in a managerial capacity; or
  • An equivalent combination of experience and training that includes three years in a managerial capacity.


Additional Requirements:

  • Experience building alignment with stakeholders.
  • Experience leading vision, direction, and roadmap for a product, platform, or service.
  • Experience managing individuals.
  • Experience with iterative or agile development methodologies.
  • Experience communicating complex information or ideas in an effective manner to foster understanding and acceptance of findings and recommendations.
  • You must be able to perform essential job functions.
