Full Job Description

The Metro Public Health Department (MPHD) of Nashville and Davidson County is looking for the right candidate to join our Information Systems team as an Information Systems Applications Analyst 3 (ISAA3).

Requirements

  • Designs, develops, and maintains departmental applications, including database-driven systems (e.g., mileage tracking program) using C#, .NET, and Microsoft SQL Server.
  • Administers and maintains departmental websites and content management systems, including upgrades, migrations, and custom development.
  • Plans and executes server migrations, upgrades, and configurations (Windows Server, IIS, Apache) to support departmental applications and websites.
  • Provides technical support and troubleshooting for departmental hardware, software, and application issues. Current department systems include: Chameleon, QS1, Eaglesoft, AirVision, and SLEIS.
  • Ensure compliance with HIPAA and security standards for systems handling electronic protected health information (EPHI).
  • Collaborates with departmental leadership, staff, and vendors to plan, implement, and support new enterprise systems.
  • Performs systems analysis and database design, including file structures, record layouts, and integrations.
  • Support, architect, and develop scalable and maintainable MPHD site using modern web technologies
  • Assists with procurement and vendor coordination for IT hardware, software, and enterprise solutions.
  • Provides user training and documentation for hardware, software, and custom applications.
  • Attends meetings, workshops, and training to stay current with emerging technologies and departmental needs.
  • Performs other related duties as assigned.

Qualifications

Any combination of education and experience that would prepare the incumbent to perform the duties of the position. Employees would typically have considerable related experience in information technology systems support or programming.

Additional Information

  • Proficiency in application development and maintenance using modern programming languages (e.g., C# .NET) and database systems (e.g., Microsoft SQL Server).

  • Experience with server configuration, deployment, and upgrades, including Windows Server migrations and environment management.
  • Understanding of enterprise systems analysis, including database design, file structures, record layouts, and system integrations.
  • Familiarity with departmental rules, policies, and procedures, ensuring compliance and security best practices (e.g., HIPAA).
  • Knowledge of website and application hosting, including IIS and Apache administration.
  • Skill in problem identification, root cause analysis, and resolution for hardware, software, and network issues.
  • Ability to read, interpret, and apply technical manuals and documentation.
  • Strong customer service orientation, with the ability to communicate technical concepts clearly to non-technical staff.
  • Ability to build and maintain effective working relationships with staff, management, and external vendors.
  • Capacity to work independently with integrity, applying creative and practical problem-solving in dynamic environments.
