Full Job Description

The Metropolitan Government of Nashville & Davidson County, Office of Homeless Services (OHS), is seeking an experienced and detail-oriented Homeless Management Information System (HMIS) Manager.

This Civil Service position serves as the HMIS Lead for the Nashville-Davidson County Continuum of Care and is responsible for ensuring compliance with federal HMIS standards, overseeing system administration, and guiding strategic data efforts to improve the local homeless response system.

The HMIS Manager supervises the HMIS team, leads data management and reporting functions, and serves as the primary point of coordination with the HMIS software vendor and local partners.

The ideal candidate has strong analytical skills, experience working with complex data systems, and an ability to translate data into actionable system improvements.


The Office of Homeless Services is dedicated to improving efforts to end homelessness by harnessing local data to shape program and system design using a “systems thinking” approach.

Requirements

  • Manage day-to-day HMIS Lead responsibilities in accordance with HUD and local government requirements.
  • Supervise 3–4 HMIS staff including hiring, training, assigning work, evaluating performance, and supporting professional development.
  • Oversee HMIS system stability, vendor coordination (e.g., WellSky), licensing management, and issue resolution.
  • Lead implementation of system updates, workflow changes, testing, problem-solving, and continuous improvement.
  • Ensure compliance with HUD Data Standards and timely system updates.
  • Produce and submit required federal reports (LSA, SPM, PIT Count, Housing Inventory Count).
  • Develop data visualizations, dashboards, and presentations for OHS leadership, community partners, and CoC committees.
  • Staff and support the CoC HMIS Oversight Committee and other assigned working groups.
  • Apply strategic thinking principles to identify system needs, anticipate challenges, and support data-driven decision-making.
  • Provide training, technical assistance, and documentation for partner agencies.
  • Serve as backup for other HMIS roles when vacancies occur.
  • Other duties as assigned.

Qualifications

Bachelor's Degree in social science, public administration, information systems, or a related field plus five (5) years of systems administration or data management experience.

Additional Information


  • Knowledge of HMIS, homeless service systems, coordinated entry, or comparable data ecosystems
  • Experience with SQL, Tableau, Python/R, or comparable analytical tools
  • Seven (7) or more years of documented supervisory experience
  • Familiarity with HIPAA, 42 CFR Part 2, and data privacy requirements
