This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel may be required.


This position is represented by the Washington Federation of State Employees bargaining unit.


The Washington State Department of corrections has a unique opportunity for a trusted expert at the intersection of data, technology, and strategy to join the Training and Development team as an Information Systems Analyst (Human Resource Consultant 4)!

The goal of this position is to ensure that training programs are compliant, effective, and aligned with agency objectives.


The Information Systems Analyst play a critical role in shaping how training data and systems drive workforce development and organizational success.

You will serve as the agency’s subject matter expert in training data, reporting, training information systems, and learning management system administration.


In this role, you will provide advanced analysis, consultation, and data-driven recommendations to leadership, program managers, and cross-divisional stakeholders to support training compliance, policy alignment, and workforce development effectiveness.

You will independently develop and maintain enterprise training information systems while establishing governance standards that ensure consistency and accountability across the organization.


This position requires strong analytical expertise and the ability to interpret and advise on regulatory impacts, including RCW, WAC, and Executive Orders, ensuring that all training data and systems meet required standards.

You will play a key role in safeguarding the integrity, reliability, and usability of training data used to inform agency-level decision-making.

With broad organizational impact, this work calls for proactive problem-solving, strategic consultation, and the ability to communicate complex information clearly to both technical and non-technical audiences.

As a Human Resource Consultant 4, some of your duties will include:

  • Delivering training data, reporting, and compliance agency reporting which could look like:
    • Serving as the agency's subject matter expert for that statewide learning management system reporting for the Training and Development Unit
    • Developing and maintaining reporting structures and dashboards to deliver actionable training insights to leadership and stakeholders
    • Establishing standards and procedures to ensure training data and information are accurate, reliable, and accessible
    • Analyzing complex training data to identify trends, risks, compliance gaps, and performance outcomes
    • Providing recommendations to leadership and the Training Data Manager
    • Translating data and information into clear, understandable insights for technical and nontechnical stakeholders
    • Providing guidance and collaborating with stakeholders to ensure training information supports agency-wide decision-making
  • Advising leadership on policy-driven training compliance to include:
    • Advising leadership and stakeholders on training compliance requirements derived from RCWs, WACs, Executive Orders, audits, and agency policy.
    • Analyzing training documentation, course structures, and learning plans to ensure alignment with agency, division, and unit-specific policies.
    • Anticipating end-user and division-specific needs to guide training program development.
    • Providing data-informed recommendations to improve training effectiveness, accessibility, and policy alignment
  • Managing and maintaining LMS and training information systems.
  • Other duties as assigned

Qualifications

What we need (required qualifications):

  • High School Diploma or GED
  • Minimum of 3 years' experience in data collection, analysis, and reporting
  • At least 2 years' experience creating data visualizations to support decision-making
  • Minimum of 3 years' experience administering relational databases
  • Advanced skills in Microsoft Office, including Excel
  • At least 3 years' experience working in a Learning Management System (LMS)

What will make your application stand out (preferred qualifications):

  • A Bachelor's Degree with a focus on business administration, human resources, or a related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent
  • Experience managing and communicating information using platforms such as SharePoint, MS Teams, or MS365 tools
  • At least 2 years' experience with Power Platform, distributed data, or SharePoint design
  • Experience working with the Washington State Learning Center and extracting data from multiple sources (e.g.. HRMS, STATIS, LMS, Easy Vista)
  • Experience supporting customers or end-users in virtual or multi-platform environments
  • At least 2 years' experience providing helpdesk or user support in an information systems context

Telework Details

This position may be allocated for telework.

If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.

Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.

Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.

Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
