Correctional Industries (CI) is committed to maintaining and expanding incarcerated work training programs which develop marketable job skills, instill and promote positive work ethics and reduce the tax burden of corrections.
Correctional Industries works within the Reentry Division, providing people with focused success opportunities.
The Financial Services Manager manages operational and program activities in collaboration with superintendents, agency administration, managers, CI staff, internal and external stakeholders, and potentially other state agencies.
It ensures compliance with WAC, RCW, Agency Policy, and state and federal laws. This position contributes to CI’s business plans and operating forecasts.
The primary purpose of this position is to work in collaboration with the Assistant Director (AD) of Financial Operations to develop, implement, monitor, and improve financial operations statewide, with the goal of reducing costs, improving financial reporting, and maintaining effective relationships in the business units located in the field.
This position has indirect authority over business managers and is required to communicate agency goals and objectives, ensuring financial and asset management processes are aligned with Correctional Industries' strategic plan, State regulations, and State Auditor recommendations.
Duties include, but are not limited to:This position reports to the Deputy Director ensuring accurate financial data needed for budget and management decisions; oversees financial operations and processes statewide; and ensures Correctional Industries' compliance to State law, rules, and policies.
It works in conjunction with Correctional Industries' accounting team and business managers to establish and/or maintain internal control practices.
This position recommends changes to policies concerning financial operations and collaborates with the Accounting Services Manager to oversee and monitor both Accounting and Financial Services staff.
The Financial Services Manager influences and impacts statewide policy and procedures or operations. Provides direction for assuring the efficiency, consistency, and accountability of operations, programs, and services.
Direction and decisions made by this position impact the viability of the incarcerated work programs and training of incarcerated individuals in work ethics and skills to enable successful reentry into the community.
If programs fail to provide products that do not meet the communicated promise and/or values, the product and the program could fail.
This failure could result in a loss of revenue, which could mean a loss of incarcerated individuals, jobs, loss of civilian jobs, and the potential closing of some CI operations.
Additionally, this position regularly makes financial decisions impacting the department.
Decision Making and Policy Impact:
This Financial Services Manager monitors financial reporting and initiates changes to purchasing status and asset retirement affecting Correctional Industries' revolving fund (Fund 401) and appropriated fund budgets (Fund 001).
This position makes recommendations concerning financial standards in accordance with the strategic plan, inclusive of annual equipment replacement schedules.
This position analyzes, implements, and monitors policy changes that can potentially impact budget and external environments.
Policy effects include the success of the agency mission, implementation of new legislation and evidence-based goals, as well as statewide impacts over critical business functions.
Managing multiple priorities that include project planning, scope management, cost and risk management, and process improvement initiatives.
Collaborates across internal and external teams and ensures vision and execution of strategies are clearly communicated.
Failure to properly lead the organization’s initiatives and oversee operations can lead to deficient business decisions and lost revenue.
This position will develop and implement project development strategies for related policies that impact CI operations.
Failure to properly implement project strategies could negatively impact the CI mission and strategic goals
Operating Budget Controlled:This position controls approximately $125 million in revenue, $120 million in expenses, and $29M in assets recorded in the annual financials for revolving fund (Fund 401).
This position makes disbursement recommendations for Correctional Industries' appropriated funds (Fund 001) to the Deputy Director.
This position oversees and makes recommendations to stakeholders concerning annual forecast development and administration.
This position maintains indirect authority with business managers in the field concerning all financial activity, including purchasing, financial and inventory practices and procedures as well as key performance indicators aligning with the strategic plan and state requirements.
High School Diploma or GED
Minimum four (4) years relevant professional experience in accounting and financial analysis and reporting.
Currently posses 18 quarter hours or 12 semester hours in accounting, auditing or budgeting from an accredited institution as recognized by the U.S. Department of Education (UDSE) or the Council of Higher Education Accreditation (CHEA) or a foreign equivalent.
Demonstrate analytical skills and the ability to display analysis by graphs and charts using Microsoft Office software
Minimum three (3) years full-time experience supervising employees in which the supervisor duties included directing the work of employees supervised and providing employee feedback.
Preferred Qualifications:
Bachelor's degree from an accredited college/university in accounting, auditing, budgeting, or business from an accredited institution recognized by the USDE, CHEA, or foreign equivalent.
Currently possesses or will obtain within 12 months of hire, completion of Accounting 201, 202, and Government (OR) Cost Accounting from an accredited institution as recognized by the U.S.
Department of Education (USDE) or the Council of Higher Education Accreditation (CHEA), or a foreign equivalent.
Experience in the Agency Financial Reporting System (AFRS) for the State of Washington.
Ability to impact/convince others using collaboration and interpersonal skills and use effective oral and written communication skills.
Ability develop and implement operational efficiencies and continuous improvement

Telework Details
This position may be allocated for telework.
If authorized for the role, work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.
Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.
Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process.
Some offices will have a “drop in” area available, however, a dedicated workspace within a DOC facility will not be provided.
