Full Job Description

You will serve as an INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST (COMMAND PROPERTY OFFICER) in the Property Management Branch of NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Implementing and coordinating an industrial property management program; 2) Planning, organizing, and conducting reviews of property administration processes to ensure compliance with regulations, identify areas of implementation, and recommend corrective actions; 3) Interpreting and enforcing DoW, DoN, and SYSCOM-level regulations for Government Furnished Property, contractor-held property, and real property across their full lifecycles; and 4) Providing technical advice, training, coaching, and mentoring to property management personnel by using a specialized and thorough knowledge of property administration operating principles, Command policies, higher headquarters guidance, regulations, and procedures.

  • You will manage and coordinate property management functional teams located across the enterprise, providing authoritative technical property administration guidance and evaluate the effectiveness of the property administration programs.
  • You will identify desired performance outcomes and ensure the appropriate strategies, processes, people, tools, and controls are in place to achieve performance commitments.
  • You will brief and advise management to develop business practices related to property management, provide status, updates, or other business information.
  • You will create business methodologies to evaluate success of property controls practices.
  • You will approve leave, recommend discipline, awards, selections, promotions, and provide technical and career guidance.
  • You will interpret federal acquisition policy and standards concerning property administration.
