Pay Schedule VI, Grade 29, Regular Schedule: 35 hours per week

Requirements

Under the supervision of the Assistant Director, supervises a unit of staff within a small program providing case management services (Family Reunification Program (FUP) and Foster Youth to Independence (FYI) program within the Community Based Services Division.

  • Provides case management services with program participants.

  • Completes individual assessments of need, creates, implements and reviews case management plans in conjunction with other human service professionals.

  • Provides resources, referrals linkage and monitoring.

  • Develops written guidelines and procedures for the delivery of case management services.

  • Handles challenging cases, provides individual, group and/or family interventions and short term counseling as appropriate.

  • Maintains client records and prepares reports.

  • Monitors client file compliance with record reviews and peer record reviews.

  • Provides task supervision to unit staff.

  • Assigns cases to subordinate employees and establishes priority.

  • Schedules staff to ensure adequate coverage.

  • Holds individual and group conferences to review cases and problems.

  • Assists with selection, training, and evaluation of program personnel.

  • Reports to the Assistant Director of Division and works with Agency staff and program partners.

  • Ensures program compliance with all Housing guidelines, MOUs, and other requirements.

  • Coordinates program activities and works to resolve client complaints.

  • Participates in the development and maintenance of program data, prepares grant proposal applications as appropriate and all related reports.

  • Prepares and monitors budget and spending for program as appropriate.

  • Assists with Agency Emergency mass care and shelter as needed

Examples of Other Duties
Represents the County, department or program in meetings and conferences. Provides information, education, and assistance to groups and organizations. Solicits community involvement or volunteer participation in the program. Performs other related duties as required.

Qualifications

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in a social or behavioral science
plus
three years' experience providing human services.

(Related education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required experience. Additional experience as a counselor, educator, or supervisor in a human services program may be substituted on a year-for-year basis up to a maximum of two years for the required education.)

Knowledge, Skills, and Abilities (Entry Level)
  • Knowledge of the theory and practices of the provision of human services including counseling techniques, diagnostic assessment, and treatment planning. Knowledge of human behavior, growth and development, mental illness, alcohol and drug abuse and problems relating to socioeconomic factors.
  • Knowledge of community, human and social service assistance programs.
  • Writing skill necessary to draft professional documents, grant proposals and complex reports.
  • Good interpersonal skills.
  • Skill in conducting individual diagnostic assessment and interviews to formulate treatment and service plans.
  • Skill in making appropriate referrals.
  • Skill in handling hostile individuals and crisis intervention.
  • Skill in individual, group and family counseling.
  • Skill in case management.
  • Ability to implement program policies and procedures.

  • Thorough knowledge and understanding of applicable Federal , State, and local regulations, procedures and guidelines.

  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures pertaining to personnel and budget matters.

  • Thorough knowledge of program organization, funding and role of assigned program within local and State human services structure.

  • Through knowledge of community resources and support programs available in Baltimore county for clients.

  • Skill in implementing program.

  • Skill in planning, coordinating, supervising and review work of others.

  • Skill in preparing, operating and monitoring grants and budgets.

  • Skill in coordinating and conducting programs with other service providers.

  • Ability to conduct short and long range planning for clients and programs.

  • Ability to organize the activities for clients and program so that services are provided to the community in an efficient and effective manner.

Physical and Environmental Conditions
The work of this classification is often sedentary, with some walking, standing, lifting and other limited physical activities. This position requires a valid MD drivers license in order to travel between work sites.
