Are you a detail-oriented professional with strong critical thinking and analytical skills who is passionate about making a meaningful impact on the lives of individuals with intellectual disabilities or autism?

The Department of Human Services is seeking a dedicated Human Services Analyst to grow within the Bureau of Policy and Quality Management.

In this role, you will conduct professional-level work reviewing, analyzing, and evaluating state and federal policies related to programs in the Office of Developmental Programs (ODP).

Requirements

In this position, you will lead and support policy planning and program development within assigned areas.

This includes developing and refining policies for existing programs to ensure compliance and effectiveness, as well as helping design new programs and initiatives.

You will provide policy guidance, updates, and clarification on waivers to both ODP staff and external stakeholders.

You will serve as a policy lead by creating and delivering training for internal teams and stakeholders.

Responsibilities include drafting and reviewing technical materials such as public notices, ODP bulletins and communications, work plans, reports, and reference materials.

In addition, you will research, interpret, and summarize state and federal laws, regulations, policies, and data to offer guidance and recommendations for departmental programs and initiatives.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.
