To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position.

Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level.

To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are: Must have comprehensive knowledge of various federal personnel programs in order to independently responded to high-level inquiries, communicate complex information and keep others abreast of technical communications.

Experience with participating in labor management relations negotiations, applying a variety of employment laws, and advising supervisors and managers on labor related issues.

Experience is assisting others in performing functions related to position classification, compensation, recruitment and placement, employee relations and benefits within federal government.

Provides interpretation and instructions on laws, regulations, and policies, in order to effectively assist in the overall operation of a Human Resource program.

If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.

Provides assistance to other specialists in the office and is a resource for other staff pertaining to difficult and unique problems involving human resources management and related issues.

Coordinates assignments as necessary with specialists in the office, institutions, Central Office, the Department of Justice or with other agencies in identifying and resolving unusual and complicated issues.

Reviews, analyzes and makes recommendations on existing or proposed policies, procedures, systems, personnel and other management activities and advises management on impact or potential impact of proposed changes.

Serves as a subject matter expert and consultant to other staff in the office and in the field.
