Job Description

Summary

This job involves helping military personnel in the Army National Guard with their transitions out of active service, such as retirements, resignations, and medical separations, by preparing documents, managing paperwork, and ensuring smooth out-processing.

It also includes tracking leave balances, coordinating with other agencies for benefits, and guiding soldiers through transition programs.

A good fit would be someone with experience in administrative support for military or HR roles, strong organizational skills, and attention to detail in handling sensitive personnel matters.

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), Position Description Number T5926000 and is part of the ID Human Resource Office Army, National Guard.

GENERAL EXPERIENCE: Experience, education or training which provided a general knowledge of principles of organization, management, and administration.

Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information.

Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled.

Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11 and above - 1 year specialized experience equivalent to at least the next lower grade level.

Experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions.

Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations.

Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures.

Experience preparing written communications and oral presentations. Major Duties:

1.

Processes requests and produces transition documents for voluntary retirements, voluntary resignations, involuntary separations, medical retirements and separations, and all other Title 32 AGR transitions from active federal service.

Assists in the creation of documents and packets for Title 10 AGR personnel when required and/or requested by NGB. Processes formal requests for voluntary retirement and voluntary resignation.

Produces out-processing packets for Soldiers utilizing active-duty transition centers.

Publishes and gathers documents for out-processing packets through publishing DD Form 214 worksheets, separation orders, retirement orders, and service time computations; and gathering all previous DD Form 214, DD Form 215, DD Form 220, SGLV Form 8286, DD Form 93, Soldier Record Brief, and NGB 23B and 1405 worksheet for all regular retirement personnel.

Communicates with transition center personnel to assist in the creation of Retired Pay Application Packets to ensure the accurate and timely payment of retired pay.

Communicates with Medical Command (MEDCOM) personnel to assist with transition documents for medically retiring and separating Soldiers.

Performs leave audits for transitioning Soldiers to ensure an accurate leave balance is reflected upon separation to prevent excess leave and leave debts.

Tracks a Full-Time Out-Processing checklist for each separating AGR Soldier.

Facilitates Soldiers completing the Transition Assistance Program (TAP) by maintaining and providing accurate guidance and points of contact for multiple TAP sites.

Publishes and maintains ILARNG policy guidance on the Career Skills Program (CSP) for Title 32 AGR Soldiers separating from Active-Duty.

Assists with CSP packet for individual Soldiers and staffs the packets through the Chief of Staff for approval.

Maintains the Retirement Points Accounting Management (RPAM) Next system for Title 32 AGR Soldiers.

Audits retirement points to ensure accurate regular retirement eligibility dates based on a Soldiers' Basic Active Service Date (BASD).

Maintains BASDs by analyzing RPAM records versus active-duty service records and ensuring correct Military Membership Status Identifiers (MMSI) are reflected for each time period and type of service.

Maintains separation related data in various systems to accurately report projected losses. 2.

Analyzes Department of Defense (DOD), Department of the Army (DA), National Guard Bureau (NGB), and state policies.

Plans, coordinates, and ensures the proper implementation of those policies/procedures governing retirement services for retiring and retired Soldiers, their family members, and survivors in the state.

May establish a State Retiree Council in-accordance with (IAW) AR 600-8-7 if directed by HRO.

Schedules, conducts, and coordinates participation with other government agencies, and facilitates periodic community-wide Pre-Retirement and Survivor Benefit Plan (SBP) briefings for all military retirees and their family members as defined within applicable policies and other official guidance.

Coordinates with various military offices for specialized or technical assistance. Represents the command at various conferences and planning sessions regarding the retirement services program.

Serves as the state subject matter expert (SME) regarding retirement services rendered to Soldiers, retirees, family members and survivors.

Has the authority to concur or provide input on any local policies, plans and/or programs presented in reference to the Retirement Services Program.

Obtains and maintains access to the Defense Manpower Data Center (DMDC) Retiree Address Finder (RAF) that provides access for authorized users to current information regarding retired military personnel, annuitants, gray area (Reserve Soldiers in receipt of a 20-year letter not yet in receipt of retired pay), and retirees assigned to area of responsibility as outlined in AR 600-8-7.3.

Obtains access to the Defense Retired/Annuitant Pay System (DRAS) - Annuity Pay System (APS) and Retiree and Casualty Pay Subsystems (RCPS) to monitor retiree, pay accounts as they are established.

Reviews transactions and conducts transaction error resolution to help ensure retiree pay accounts are established on time.

Processes retiree requests for changes of address/bank accounts, tax changes, reissue of tax forms, retiree account statements, and establishes/monitors annuitant pay accounts.

Reviews and updates publications as required. Reviews retirement related correspondence prepared for TAG signature. Maintains records and submits reports as required.

Establishes and manages any applicable retirement services social media, websites, and/or newsletters.

Monitors and performs applicable updates to the automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms.
